IRS stops issuing paper checks:
Announcement from the US Treasury Department as of August 14, 2025:
The U.S. Treasury Department has announced that the federal government will no longer issue paper check disbursements, with limited exceptions, after September 30, 2025. (This includes IRS refunds.) This transition requires all federal agencies, including the Internal Revenue Service, Social Security Administration, Department of Labor, Defense Finance and Accounting Service, and Office of Personnel Management, to shift to electronic payments (EFTs), such as direct deposit and debit cards. The change in policy is expected to reduce costs, delays, and fraud associated with physical checks. Recipients of federal payments, including tax refunds and benefits like Social Security, are encouraged to switch to electronic methods now to avoid payment disruptions. Please note the Veterans Administration is required to provide paper checks to the veterans who want them based on federal law.
If you still need to receive a paper check, you may request a waiver. Some exceptions will be made for those who are over 90 years old, have a mental impairment, or live in a very remote location. You may apply for a waiver at the website godirect.gov or by calling the electronic payment solution center at 800-967-6857.
To summarize:
• Call the Federal agency that pays your benefits and follow their instructions for enrolling in direct deposit. A list of the paying agencies' contact information can be found here.
• Enroll online at GoDirect.gov
• Call the Electronic Payment Solution Center at 800-967-6857, Monday – Friday 9:00 a.m.-7:00 p.m. ET
The new policy also states that payments made to the federal government must be made electronically “as soon as practicable,” with limited exceptions. Unlike the refund provision, which contained a specific cut-off date, this electronic payment mandate did not give a specific date.
