"Flexibility" sounds harmless until you ask who it's flexible for.

This week's New Yorker piece on the Head Start deregulation proposal looks at what happens when required class sizes and staff-to-child ratios disappear, not just on paper, but in classrooms where close to half the kids may have a diagnosed disability or a home life in crisis.

Wisconsin Head Start leaders are blunt in the piece about what "flexibility" actually means for the people doing the work.

Operational Referendum Update
Last night, the School Board of the School District of Somerset unanimously passed a resolution authorizing the district to go to the voters with an operational referendum on November 3, 2026. An operational referendum provides funding for essential school district operations. The referendum question requests $1,400,000 per year for five years, spanning the 2027–2028 through 2031–2032 school years. These non-recurring funds are designated for critical operational expenses, including staffing, facility maintenance, school safety, and student programs and services.

Are rising per-pupil expenditures telling the whole story? Not quite.

While Wisconsin schools have seen increases in state special education reimbursement, the actual costs of serving students with disabilities have grown far faster. Since 2000, special education costs have increased by nearly $1 billion statewide, while state aid has increased by only about $250 million. At the same time, schools continue to take on new state requirements and community expectations, often without additional funding.
