That's not how it works.

Congress passed the Taxpayer Bill of Rights in 2014, giving every taxpayer ten legally codified rights in their dealings with the IRS. The right to challenge the IRS's position. The right to appeal any decision. The right to representation. The right to finality, meaning the IRS cannot audit you indefinitely.
