ADB và PwC Việt Nam khởi động Chương trình hỗ trợ nâng cao năng lực ngân hàng xanh tại Agribank​

Vào ngày 13 tháng 5, Ngân hàng Nông nghiệp và Phát triển nông thôn Việt Nam (Agribank), phối hợp cùng Ngân hàng Phát triển Châu Á (ADB) và PwC Việt Nam, đã tổ chức Lễ Khởi động “Chương trình Hỗ trợ nâng cao năng lực Ngân hàng xanh tại Agribank” trong khuôn khổ hỗ trợ kỹ thuật TA10094-VIE: Thúc đẩy Tài chính Toàn diện và Tài trợ Khí hậu. Sự kiện đánh dấu bước triển khai quan trọng trong quá trình hiện thực hóa chiến lược , thúc đẩy tài chính xanh và phát triển bền vững tại Agribank.​

Trong vai trò đơn vị tư vấn triển khai, PwC Việt Nam sẽ phối hợp cùng Agribank và ADB đánh giá hiện trạng, xác định khoảng trống và các lĩnh vực ưu tiên – từ đó xây dựng lộ trình nâng cao năng lực tài chính xanh và hệ thống dữ liệu phù hợp với điều kiện thực tiễn của Agribank cũng như bối cảnh pháp lý tại Việt Nam.​

Đại diện PwC Việt Nam, bà Đinh Hồng Hạnh, Phó Tổng Giám đốc, Lãnh đạo Dịch vụ Tư vấn Tài chính, cho biết PwC Việt Nam sẽ áp dụng kinh nghiệm quốc tế và cách tiếp cận bài bản để hỗ trợ Agribank củng cố nền tảng, nâng cao năng lực quản trị và quản lý rủi ro. Bà nhấn mạnh rằng tài chính xanh cần được tích hợp có hệ thống để chuyển hóa các cam kết ESG thành năng lực triển khai cụ thể, khả thi và hiệu quả trên toàn hệ thống ngân hàng.​

Theo Ông Đoàn Ngọc Lưu, Phó Tổng Giám đốc, Phó Trưởng Ban chỉ đạo triển khai ESG Agribank, việc triển khai Chương trình hỗ trợ kỹ thuật thể hiện quyết tâm tiếp cận các thông lệ quốc tế trong định hướng phát triển lâu dài của ngân hàng – gắn với sứ mệnh phục vụ phát triển “tam nông” và nâng cao khả năng tiếp cận tài chính cho người dân.​

ADB and PwC Vietnam launched the green banking capacity development support for Agribank​

On 13 May, the Vietnam Bank for Agriculture and Rural Development (Agribank), in collaboration with the Asian Development Bank (ADB) and PwC Vietnam, held the Launch Ceremony for the Green Banking Capacity Development for Agribank under Technical Assistance TA10094-VIE: Expanding Inclusive and Climate Finance. The ceremony marks an important milestone in advancing strategy, promoting green finance and sustainable development at Agribank.​

As the selected implementation consultant, PwC Vietnam will work closely with Agribank and ADB to assess the current landscape, identify gaps and priority areas, and develop a roadmap to strengthen green finance capabilities and data systems in line with Agribank’s operating model and Vietnam’s regulatory context.​

Representing PwC Vietnam, Ms. Dinh Hong Hanh, Partner, Financial Services Leader, stated that PwC Vietnam will leverage international experience and a structured approach to support Agribank in strengthening their foundation, enhancing governance and improving risk management capabilities. She emphasised that green finance should be systematically integrated to translate ESG commitments into practical, feasible, and effective implementation across the bank.​

According to Mr. Doan Ngoc Luu, Deputy General Director, Deputy Head of ESG Steering Committee, Agribank, this technical assistance program underscores the bank’s commitment to adopting international best practices as part of their long-term development orientation – aligned with the mission to support agriculture, farmer and rural development, while enhancing access to finance for communities.​

Ngày 15/04, PwC Việt Nam vinh dự tham gia Hội thảo "Digital Shift: Từ dữ liệu đến tăng trưởng" trong khuôn khổ lễ ký kết Bản ghi nhớ hợp tác (MOU) giai đoạn 2026-2027 giữa Đại học Hoa Sen và Trung tâm Chuyển đổi số TP.HCM.

Ông Phó Đức Giang, Phó Tổng Giám đốc, Dịch vụ Số, AI và An toàn bảo mật thông tin, PwC Việt Nam, đã trình bày về chủ đề “Tăng trưởng trong kỷ nguyên số: Từ dữ liệu tới chính sách và mô hình kinh doanh mới”. Ông Giang đã chia sẻ góc nhìn toàn diện về cách doanh nghiệp và tổ chức có thể khai thác dữ liệu như một tài sản cốt lõi để tạo giá trị bền vững và xu hướng “digital shift” nhằm nâng cao năng lực cạnh tranh.

On 15 April, PwC Vietnam was honoured to participate in the "Digital Shift: From Data to Growth" seminar, held alongside the signing of a Memorandum of Understanding for 2026–2027 between Hoa Sen University and the Ho Chi Minh City Digital Transformation Centre (DXCENTER).

Mr. Pho Duc Giang, Partner, Digital, AI and Cybersecurity Services, PwC Vietnam, delivered an in-depth presentation on the topic “Growth in the digital era: From Data to Policy and New Business Models”. He offered a comprehensive perspective on how businesses and organizations can harness data as a core asset to generate sustainable value and digital shift trends to strengthen competitive advantage.

Following his presentation, Mr. Giang joined a panel discussion moderated by Dr. Le Dinh Phong, Head of the Faculty of Technology at Hoa Sen University. Panellists included Mr. Nguyen Tran Phu Thinh, Deputy Director, DXCENTER, alongside representatives from DAT Group Corporation and Quickom. They offered wide-ranging and practical insights into the application of AI and data in business governance and operations — spanning strategic planning through to real-world implementation.

[PwC Việt Nam – Điểm tin Thuế & Pháp lý] Dự thảo thông tư hướng dẫn áp dụng cơ chế thỏa thuận trước về phương pháp xác định giá tính thuế​

Bộ Tài chính Việt Nam đã ban hành một dự thảo Thông tư (“Dự thảo Thông tư”) hợp nhất các hướng dẫn về DTA, MAP và APA. Dự thảo này nhằm thay thế Thông tư 205/2013 về các Hiệp định tránh đánh thuế hai lần (DTA), Thông tư 45/2021 về thỏa thuận trước về phương pháp xác định giá tính thuế (APA), và các quy định liên quan đến thủ tục thỏa thuận song phương (MAP) theo Thông tư 80/2021. Dự thảo này đang được Bộ Tài chính lấy ý kiến và dự kiến có hiệu lực từ ngày 1 tháng 7 năm 2026. ​

[PwC Vietnam’s Tax & Legal NewsBrief] Draft Circular on the application of the Advance Pricing Agreement framework ​

The Vietnam Ministry of Finance has released a draft Circular (the “Draft Circular”) for public consultation. The Draft Circular is intended to replace Circular 205/2013 on double taxation agreements (DTAs), Circular 45/2021 on advance pricing agreements (APAs), and the mutual agreement procedure (MAP)-related provisions under Circular 80/2021. It will consolidate guidance on DTAs, MAP and APAs into a single regulatory instrument, and is expected to take effect on 1 July 2026.​

This Newsbrief is solely focused on highlighting key APA-related changes and enhancements under the Draft Circular, as well as areas requiring further clarification and consideration.​

Việt Nam tăng tốc trong quá trình chuyển dịch ngành ô tô​

Việt Nam hiện là thị trường ô tô tăng trưởng nhanh thứ hai trong khu vực ASEAN‑6, theo Báo cáo Thị trường ngành ô tô Autofacts® – Tháng 3/2026 của PwC. Trong cuộc phỏng vấn với Vietnam Today, ông Patrick Ziechmann, Lãnh đạo Trung tâm Chuyên Ngành Ô tô ASEAN, PwC Malaysia, lý giải vì sao đà tăng trưởng này được xem là bước ngoặt quan trọng của toàn khu vực.​

Ông cho biết nhu cầu tiêu thụ ô tô tại Việt Nam vẫn ổn định và có triển vọng, ngay cả khi ngành ô tô toàn cầu chịu tác động từ gián đoạn công nghệ, bất ổn địa chính trị và cạnh tranh gia tăng. Người tiêu dùng ngày càng ưu tiên các phương tiện với mức giá hợp lý và sử dụng năng lượng mới, đồng thời đặt kỳ vọng cao hơn về trang bị công nghệ và tiêu chuẩn an toàn. Trước xu hướng đó, các doanh nghiệp sản xuất và lắp ráp trong nước đã nhanh chóng tái cấu trúc danh mục sản phẩm, điều chỉnh chiến lược giá và đẩy mạnh nội địa hóa. Đây là những tín hiệu rõ nét cho thấy thị trường đang bước vào giai đoạn trưởng thành với cơ cấu phát triển bền vững hơn.​

Ông Patrick nhấn mạnh rằng trong giai đoạn tới, động lực tăng trưởng sẽ đến từ tốc độ thích ứng và khả năng chuyển đổi linh hoạt. Bằng cách đẩy mạnh điện hóa, xây dựng hệ sinh thái đối tác và phát triển các dòng xe điện phổ thông, Việt Nam hoàn toàn có thể biến đà tăng trưởng thành lợi thế cạnh tranh dài hạn và nâng cao vị thế trên trường quốc tế. ​

Vietnam accelerates in shifting automative industry​

Vietnam is ranked as the second-fastest growing automotive market in ASEAN-6, according to PwC’s Autofacts® Market Update – March 2026. In an interview with Vietnam Today, Mr. Patrick Ziechmann, Head of Automotive ASEAN Centre of Excellence, PwC Malaysia, explains why this momentum marks a turning point in the region.​

He notes that Vietnam’s recent growth reflects strong demand fundamentals amid technology disruption, geopolitics, and competition. Consumers are shifting toward cost‑efficient and new‑energy vehicles, alongside rising expectations for technology and safety. In response, domestic manufacturers and assemblers have promptly adjusted product portfolios, pricing strategies and localisation – signalling a more mature, structurally driven market.​

Looking ahead, Mr. Patrick highlights that growth will be shaped by speed and adaptability. By acting decisively on electrification, ecosystem partnerships and accessible EV offerings, Vietnam can transform rapid growth into long‑term competitiveness and global relevance. ​

Vào ngày 24/4, PwC Việt Nam vinh dự tham dự Diễn đàn FDI Connect 2026, do Liên đoàn Thương mại và Công nghiệp Việt Nam (VCCI) tổ chức tại tỉnh Bắc Ninh với chủ đề "Hướng tới Chuỗi Cung ứng Toàn cầu Bền vững." Diễn đàn quy tụ hơn 600 đại biểu là lãnh đạo chính phủ, nhà ngoại giao, hiệp hội doanh nghiệp và các tập đoàn quốc tế.

Bà Đinh Thị Quỳnh Vân, Chủ tịch PwC Việt Nam, đã điều phối Phiên Đối thoại Cấp cao: "Nâng cao năng lực doanh nghiệp Việt Nam trở thành nhà cung ứng Tier-1 trong chuỗi giá trị FDI." Phiên thảo luận quy tụ đại diện cấp cao từ Trung tâm Hỗ trợ Phát triển Công nghiệp - Bộ Công Thương, các hiệp hội doanh nghiệp nước ngoài, doanh nghiệp Việt Nam đang là nhà cung ứng Tier-1, cùng đại diện các khu công nghiệp và các nhà hoạch định chính sách.

Phiên thảo luận tập trung vào việc thu hẹp khoảng cách năng lực của doanh nghiệp Việt Nam khi tham gia chuỗi cung ứng toàn cầu, bài học kinh nghiệm từ các mô hình hợp tác giữa doanh nghiệp FDI và doanh nghiệp nội địa, cũng như vai trò của chuyển giao công nghệ và tích hợp logistics trong việc định hình các chiến lược chuỗi cung ứng mới. Các diễn giả cũng trao đổi những khuyến nghị thực tiễn về các chính sách hỗ trợ nhằm thúc đẩy tham vọng của Việt Nam trong việc trở thành trung tâm nhà cung ứng Tier-1 trong khu vực.

On 24 April, PwC Vietnam was honoured to participate in the FDI Connection Forum 2026, organised by the Vietnam Chamber of Commerce and Industry (VCCI) in Bac Ninh Province under the theme "Towards Sustainable Global Supply Chains." The forum brought together over 600 government leaders, diplomats, business associations, and international corporations.

Ms. Dinh Thi Quynh Van, Chairwoman, PwC Vietnam, moderated the High-Level Dialogue: "Upgrading Vietnamese Enterprises to Become Tier-1 Suppliers in the FDI Value Chain." The session convened senior representatives from the Industrial Development Center, Ministry of Industry and Trade, foreign business chambers, and Tier-1 supplier Vietnamese enterprises, alongside industrial park representatives and policymakers.

Discussions centred on bridging capability gaps for Vietnamese enterprises entering global supply chains, lessons learnt from FDI–domestic enterprise partnerships, and the role of technology transfer and logistics integration in shaping new supply chain strategies. Speakers also exchanged practical recommendations on policy levers to accelerate Vietnam's ambitions in becoming a Tier-1 supplier hub in the region.
