Vietnam’s accession to the Hague Apostille Convention is set to simplify the authentication of eligible foreign public documents from 11 September 2026. For foreign investors, multinational companies and expatriates, the new framework is expected to reduce the administrative burden associated with company establishment, investment licensing, work permits and other cross-border procedures.

Under the Convention, eligible documents exchanged between Vietnam and participating jurisdictions can generally be authenticated using a single Apostille certificate instead of the traditional consular legalisation process.

Decree 103/2026/ND-CP introduces significant changes to Vietnam's overseas investment framework that could affect both the application process and how international investment strategies are planned from the outset.
