New York State is seeking to give a boost to its nonprofit sector through the recently announced Nonprofit Infrastructure Capital Investment Program (NICIP). The goal of this program is to make targeted investments throughout the State in capital projects that will improve the quality, efficiency, accessibility and reach of nonprofit human services organizations. In order to be eligible for funding, organizations must provide direct services to New Yorkers through State contracts, State payment rates, or State authorized payments.
This is great news for many nonprofit organizations that often find it difficult to make investment in long term capital improvements. Budgets are generally financed through program centered funding arrangements which usually do not accommodate the investments needs being catered to under NICIP. This grant was initially a $50 million appropriation in the State’s 2016 fiscal year budget, but partly as a response to the higher than expected demand the amount available was increased to $100 million and is now being made available as part of the fiscal year 2017 budget. Additionally, a new procurement process was established which changed deadlines for the application and evaluation process. The revised RFA was released on August 5,2016, applications must be submitted through the Grants Gateway system by September 29, 2016 at 3pm.
Projects eligible to be funded by NICIP must fall in the following categories:
• Technology upgrades that improve electronic records, data analysis, or confidentiality;
• Renovations or expansions of space used for direct program services;
• Modifications to make spaces more sustainable and energy efficient resulting in overall cost and energy savings; and
• Accessibility renovations.
Applications that have been previously submitted in response to the original $50 million appropriation will not be up for consideration and must be re-submitted. The anticipated award date is November 1, 2016 and the estimated contract start date is March 1, 2017.
