Deducting medical expenses incurred during 2013 may be more difficult. The minimum threshold for itemized deductions for medical expenses is being raised from 7.5 percent of AGI (adjusted gross income) to 10 percent beginning in 2013. The American Tax Relief Act (ATRA) of 2013 was passed a few weeks ago. Tax law changes beginning in 2013 have the most significant impact on those in the highest tax brackets (individuals making over $200,000 and joint filers over $250,000). Taxpayers in these brackets may see an increase in Capital Gains taxes, federal income taxes, and Medicare-related withholdings. Personal exemptions are also being phased out for high income earners.

For those in lower tax brackets, the Bush era tax rates were made permanent.

Payroll Tax reinstated for 2013. The 2 percent payroll tax cut was allowed to expire at the end of 2012, returning the tax to its prior rate of 6.2 percent. This change will result in a little less take home pay compared to 2012. A worker making $50,000 a year and paid twice a month will see approximately $41.67 more in tax withholdings per paycheck.
