Tax History

1789 – On the 13th anniversary of the adoption of the Declaration of Independence, President Washington signs the Hamilton Tariff Act into law, authorizing the federal government to collect tariffs. Tariffs are taxes imposed on imported commodities, paid by U.S.-based importers. They would provide over 80% of federal government revenues until the 1860s. The enactment of the Hamilton Tariff Act serves as an important reminders that the founders did not objection to taxation itself, but rather, to taxes imposed by a government in which the people have no voice.

1776 – The Continental Congress officially adopts the Declaration of Independence, stating that the colonies intend to split away from British rule and found a new country. Protests against taxes imposed by the British government fuel support for the independence effort, and for the resulting American Revolutionary War. In reality, the reasons behind the Declaration were complex and varied, with many of them centered on trade restrictions and other nuances of government regulation. However, the rallying cry of “no taxation without representation” plays a critical role in persuading colonists to join the fight for independence.
