Some of the items to consider in creating an internal control policy are:
1. Segregations of duties - policies and procedures:
a. cash receipts and accounts receivable
b. cash desbursement and accounts payable
c. Credit or debit cards
d. bank statements/activity
e. payroll
f. inventory
g. fixed assets
2. Safeguarding of assets:
a. locking doors, registers, offices, file cabinets, blank checks
b. restricting access when and where possible
c. passwords and firewalls on computers
d. background checks for all employees hired
e. using security cameras
3. Red flags for fraud
a. inadequate training of employees
b. poor employee compensations
c. unreachable goals or deadlines
d. management's lack of commitment to controls
e. disorganization of work area
f. close association with key employees, customers, or vendors
g. no attention paid to details
h. little or no review of employees work
i. lack of physical controls inside a company
j. lack of information system access controls
4. Review and oversight: suggested areas of review include:
a. Daily - deposits, company snapshot
b. Weekly - Biweekly - check registers and signing of checks, accounts receivable reports, payroll registers
c. Montlhly - financial statements, budget to actual reports, bank statements, key reconciliations, unusual entries
