As required by Executive Order 14247, the IRS began phasing out paper tax refunds starting September 30, 2025, to the extent permitted by law. According to the IRS, only 7% of individual refund recipients received their refunds by check through the mail.

While Executive Order 14247 also applies to payments made to the IRS, taxpayers should continue to use existing payment options until further notice. Visit irs.gov for updates.

Executive Order 14247 establishes a government-wide directive to transition to the use of electronic transfers for disbursing federal payments and collecting funds owed to the government.
