The IRS, working with the U.S. Dept of Treasury, today announced that paper tax refund checks for individual taxpayers will be phased out beginning on Sept. 30, 2025, as required by Executive Order 14247, to the extent permitted by law. This marks the first step of the broader transition to electronic payments.

The IRS will publish detailed guidance for 2025 tax returns before the 2026 filing season begins. Until further notice, taxpayers should continue using existing forms and procedures, including those filing their 2024 returns on extension of a due date prior to Dec. 31, 2025.

The change is designed to Protect taxpayers: Paper checks are over 16 times more likely to be lost, stolen, altered, or delayed than electronic payments. Direct deposit also avoids the possibility that a refund check could be returned to the IRS as undeliverable.

What this means for individual taxpayers

Filing stays the same: Taxpayers should continue to file their returns as they normally would, using one of the existing filing options.

Refunds go digital: Most refunds will be delivered by direct deposit or other secure electronic methods.

Help for those without access to bank accounts: Options such as prepaid debit cards, digital wallets or limited exceptions will be available.

Now’s the Time to Adjust Tax Withholdings on Your Paycheck, IRS Urges

The tax filing deadline—at least for most of the country—has come and gone but there are steps taxpayers need to take now to avoid issues in the future, the Internal Revenue Service is warning.

Now is the time to adjust tax withholdings on your paycheck to avoid surprises next filing season. Making those adjustments now prevents big changes later in the year to try and catch up and avoid paying in 2026.

How much should you withhold from your paycheck?

Taxes are pay-as-you-go, which means workers need to pay as they receive their income through withholdings—the federal income tax portion of each paycheck that’s taken out by employers. For self-employed people, withholdings are the amount of earnings that are set aside to pay quarterly estimated taxes, the IRS explained.

The IRS provides a free Tax Withholding Estimator so people can determine if they need to change any amounts. This can prevent owing money or potential penalties at filing time or paying too much through the year and reducing take-home pay.

It’s recommended filers use the tool once a year, making sure to note things such as buying a home, changing jobs, having a child or changing marital status. Any full-time earnings, as well as side jobs and sales that would be reported on a 1099-K, should be included.
