🏠 RHODE ISLAND PROPERTY OWNERS: NEW TAX ON NON-OWNER-OCCUPIED PROPERTIES

Starting July 1, 2026, Rhode Island has a new Non-Owner-Occupied Property Tax that may affect certain residential rental and investment properties.

💰 WHO MAY BE AFFECTED?

A residential property may be subject to this additional tax if:

• The property is assessed at more than $1 million
• The property is not the owner’s primary residence
• The owner does not occupy the property for at least 183 days

📊 HOW MUCH IS THE ADDITIONAL TAX?

The tax is $2.50 for every $500 of assessed value over $1 million.

For example, a property assessed at $1.2 million could have an additional tax of $1,000.

⚠️ RENTAL PROPERTY OWNERS — TAKE NOTE

Certain rental properties may qualify for an exemption if they are rented for 183 days or more during the privilege year, subject to the Rhode Island Division of Taxation’s requirements.

📌 If you own a Rhode Island rental, vacation home, or investment property valued over $1 million, it’s important to determine whether this new tax applies to you.

📢 RHODE ISLAND BUSINESSES: NEW 1099 FILING REQUIREMENT

Starting with Tax Year 2025, Rhode Island has updated its reporting rules for certain 1099 forms.

If you pay an individual or business more than $100 in Rhode Island-source income, you may be required to file a 1099 with the Rhode Island Division of Taxation — even if no Rhode Island tax was withheld.

💡 What this means for your business:

If you paid a contractor or vendor over $100, you may need to:

✅ Issue the appropriate 1099 to the recipient
✅ File the 1099 with the IRS
✅ File the 1099 with the Rhode Island Division of Taxation
✅ Verify recipient name, address, and TIN accuracy
✅ Maintain organized vendor records throughout the year

⚠️ Key reminder:
Rhode Island’s $100 threshold is different from federal 1099 rules. A payment that does not meet the federal filing threshold may still require Rhode Island reporting.

This requirement applies to all applicable 1099 forms, including 1099-NEC, 1099-R, and 1099-INT, when Rhode Island filing criteria are met.
