Executive Order 14247 – Modernizing Payments to and from America’s Banking
Account.
• President Trump signed on March 25, 2025, an executive order mandating a
shift to fully electronic federal payments therefore reducing reliance on
paper-based processes.
• If a return is electronically filed with a refund request and no direct deposit
information, it will still be processed and accepted.
• The IRS will then mail the taxpayer a CP53E Notice requesting either the
direct deposit information or a reason it cannot be provided. This notice will
be sent about six weeks after the return is accepted.
