The IRS has updated its contingency lapse plan, detailing how operations will proceed past the first five days of the federal government shutdown. The plan, which took effect on Oct. 8, 2025, outlines which functions will continue, which will pause and how employees will be managed during a prolonged shutdown scenario through April 2026. Despite the impending employee furlough, the IRS maintains it will continue to protect government property and data systems, issue certificates of U.S. residency and maintain connections with other federal agencies such as Social Security and OPM.

The IRS will continue with other core services:

Testing and completing the upcoming filing year programs
Processing returns with payments
Processing remittances to include payment perfection
Processing disaster relief transcripts
Designing and printing of tax forms

The following activities are furloughed and will NOT be conducted:

Issuing refunds
Processing non-disaster relief transcripts, and income verification services including express service/return
Processing individual amended returns
All audit functions, examining returns and processing non-electronic tax returns that do not include remittances
Non-automated collections
Legal counsel for non-excepted activities
Taxpayer services such as responding to taxpayer questions (call sites)
The Taxpayer Advocate Service is closed

Out of approximately 74,299 employees, about 39,870 (53.6%) will remain working under “exempt” or “excepted” status. These include positions funded by multi-year appropriations, legally authorized activities, or roles necessary to protect life, property or taxpayer data.

Once appropriations resume, furloughed employees will be recalled within hours under a structured communication plan. The IRS has released additional detailed information for its employees on the employee emergency news web page. The IRS will amend the plan as needed as the shutdown continues or if there is a presidentially-declared federal disaster, in which case, the IRS will support FEMA with call center assistance.

Has your business been affected by the drought of 2025?
You may be eligible for an SBA Disaster Loan.

The SBA has declared a disaster in the following counties: Caledonia, Essex, Orange, Windham, and Windsor. These regions are declared to be the most affected, and businesses in the area affected by the drought can apply for an Economic Injury Disaster Loan (EIDL).

Applications are due by May 18, 2026, and offer a maximum interest rate of 4% with a maximum term of 30 years, for up to $2 million. This information is from the general guidance on EIDL loans, but if we get more specific information, we will share it with you.

To clarify a Myth going around about some recent tax law changes: Many people might get the wrong impression that ALL the overtime pay would be tax-exempt if they come under the threshold amount, but that is not 100% accurate.

Section from the IRS Newswire article:

“No Tax on Overtime”

New deduction: Effective for 2025 through 2028, individuals who receive qualified overtime compensation may deduct the pay that exceeds their regular rate of pay – such as the “half” portion of “time-and-a-half” compensation -- that is required by the Fair Labor Standards Act (FLSA) and that is reported on a Form W-2, Form 1099, or other specified statement furnished to the individual.
Maximum annual deduction is $12,500 ($25,000 for joint filers).

The deduction phase-out for taxpayers with modified adjusted gross income over $150,000 ($300,000 for joint filers).

Taxpayer eligibility: Deduction is available for both itemizing and non-itemizing taxpayers.

Taxpayers must:
include their Social Security Number on the return and
file jointly if married, to claim the deduction.

Reporting: Employers and other payors are required to file information returns with the IRS (or SSA) and furnish statements to taxpayers showing the total amount of qualified overtime compensation paid during the year.

Guidance: The IRS will provide transition relief for tax year 2025 for taxpayers claiming the deduction and for employers and other payors subject to the new reporting requirements.

Employers will need to indicate this “premium” amount on the W-2 forms and will be coded separately. Hope this may be helpful and provide some clarification.

Shutdown begins on Saturday, November 30, 2024, at 11:59 p.m. Eastern time, in order to prepare the system for the upcoming Tax Year 2024 Filing Season.
Important Note: Only "Send Submissions" for 1040 (both State and Federal) will be affected by this shutdown, all other services such as "Get Acks" and all state services will not be affected by the shutdown and users should be able to continue to use those services. Hurricane Milton Victims get Tax Relief

Individuals and businesses affected by Hurricane Milton will have the same May 1, 2025, deadline for filing federal returns and making payments as the victims of Hurricane Helene. The extended deadline for victims of Hurricane Milton now applies to the entire state of Florida. Following hurricanes Helene and Debby, the May 1, 2025, deadline was extended to victims of those storms in much of Florida, the entire states of Alabama, Georgia, North Carolina and South Carolina, as well as parts of Tennessee and Virginia.
