The Kansas Department of Commerce (KDC) is now accepting nominations of successful businesses for the 2022 To the Stars: Celebrating Kansas Businesses Awards. This program has replaced the Business Appreciation Month (BAM) program and recognizes businesses throughout the state that make valuable contributions to the economy and well-being of their community.
Several new catagories have been added, so take a look. This is a great way for local BRE programs to recognize and reward local business.
AgriBusiness (New award for 2022!) - companies that stand out in the agribusiness industry – including agricultural production, products and services and agri-tourism.
Apprenticeship Champions and Partners (New award for 2022!) - companies that excel in providing registered apprenticeship programs in Kansas.
Business Innovation – companies from any sector incorporating innovative technologies in their business.
Cool Things Made in Kansas (New award for 2022!) - companies that make, produce or sell uniquely Kansas items.
Healthcare/Nonprofit – noteworthy services provided by either healthcare facilities or nonprofit organizations.
Manufacturing/Distribution – outstanding achievement for companies large and small involved in manufacturing and distribution.
Non-Traditional Talent Pools (New award for 2022!) - companies that have gone above and beyond to hire veterans, those with prior involvement in the justice system, youth, seniors or individuals with disabilities.
Retail/Service – outstanding achievement by businesses selling goods, products and/or services.
Under 30 Entrepreneurs – young entrepreneurs achieving business success under the age of 30.
Welcome Back – entrepreneurs and businesspeople who once left Kansas but have returned to make their mark in the Sunflower State.

The Department of Commerce will host regional luncheons to honor the 2022 Merit and Regional Award winners in September. Regional Award winners will be eligible to receive the statewide award in their respective category and will be invited to attend the Statewide Awards Banquet in October. During the statewide banquet, the Department of Commerce will announce the prestigious Governor’s Award of Excellence winner, along with honoring the 2022 Exporter of the Year.

The 2022 nomination process is live through August 5. Additional information and nomination forms for “To the Stars: Celebrating Kansas Businesses” awards can be found here. THE KANSAS HOUSING RESOURCE CORPORATION (KHRC) IS ACCEPTING PUBLIC COMMENTS ON PROPOSED CHANGES TO THE MODERATE INCOME HOUSING (MIH) PROGRAM.
The KHRC has released the draft RFP for the public to review prior to the hearing. You can view the draft RFP, along with a list of attachments required in the MIH application, on KHRC’s Public Notices page.

re: Public Hearing and Notice of CDBG Proposed Change for 2023

Northwest Kansas Planning and Development Commission (NWKP&DC), which serves the 18 northwest Kansas counties (nearly 1/5th of the State of Kansas) and is governed by a county commissioner from each of the 18 counties and 9 at-large members, wishes to express their DISAPPROVAL of the proposed changes to the 2023 CDBG Program.

The Board of Directors unanimously passed a resolution opposing the changes. Historically, the NWKP&DC and NW Kansas Counties have been very active in utilizing the CDBG Program for infrastructure needs. While we recognize the need for the proposed non-profit Early Childhood Centers, Youth Recreation Centers, Parks, Sidewalks and Trails, those needs are far “out-weighed” by the basic needs for improved water systems, sewer systems and community facilities (which include fire trucks and ambulances).

We are also against the set aside of $1 million for “Regional Water Projects.” Our region has been working towards regionalization of water availability for years. One example would be the connection of the water system of the small community of Bogue to the larger community of Hill City, which was ten miles away. Normal “water” CDBG Funds were used to complete this project.

Therefore, the board of directors feel it is in the best interest to include that $1 million in with the “normal” CDBG water funding. Under the proposed Commercial Rehabilitation category, we oppose the special dedication of $1 million for removal of architectural barriers. As just mentioned in the proposed Regional Water Projects, we have been utilizing “normal” CDBG funds for years in the removal of architectural barriers in making buildings accessible to all. This funding needs to compete with other CDBG applications and not have a special allocation.

We agree with moving the annual competition for Housing applications to an open round. As far as the CARES Act - CV4, with approximately $2 million remaining, we feel this funding should be available to ALL businesses which may have been disproportionately impacted during the pandemic. Minority and Women-owned businesses were eligible for funding from CDBG-CV rounds 1, 2 & 3, therefore, round 4 should be available to any County in the State, even if that County had previously received funding from 1, 2 or 3.

What would be very beneficial (if possible) is to allocate, say $400,000 to each Regional Planning Commission and utilize those funds for businesses anywhere in the region. Although it may be a specific need, adding a new category for arts-related job training and employment for youth is too specific of a category. If we are to add a category for job training, it should be more universal for various types of job training.

The Urgent Need category of only $100,000 being allocated is very low. One cannot predict urgent needs, but if you leave it in as a category, it should be at least $500,000.

And finally, we agree with the proposed increase for administrative fees. Thank you for your consideration of our recommendations. To reiterate, the need in nearly all rural areas of the State is for water, sewer and community facilities and not youth centers, parks, sidewalks and trails.

The Kansas Dept. of Health and Environment (KDHE) will be having a short webinar regarding environmental assessments and assistance for redevelopment of Brownfields on Tuesday April 5th from 930-1100.

I will be presenting for the Kansas Brownfields Program. We will also have EPA Brownfields and KSU Technical Assistance to Brownfields (TAB) presenting on their resources.

The topics will include:
1. The Brownfield environmental assessment process and how to interpret the results of Phase Is and Phase IIs.
2. EPA assessment and cleanup grants.
3. KSU TAB resources for facilitating and kick-starting redevelopment of a property or properties.
4. Up-coming in-person workshops.

RANDY HRABE - EXECUTIVE DIRECTOR
Randy began his career with the NWKP&DC and PCDI, as the Business Finance Officer in 1988. In 1994, he was promoted to the Executive Director position for both entities and in 1998, Randy oversaw the formation of N.W. Kansas Housing, Inc. and since then, NWKHI has constructed 130 affordable single family homes and/or duplexes in the Region.
NWKHI was the first organization in Kansas to utilize Tax Increment Financing for a Housing Project.
For the last 9 years, Randy has also served as the President of the Kansas Association of Certified Development Companies and currently serves as Vice President of the Kansas Association of Regional Development organizations and serves on the Board of the National Association of Development Organizations.

Funding is Available to Help Northwest Kansas Families Secure Safe, Affordable Housing

Northwest Kansas Housing, Inc., (NWKHI) administers the Section 8 Housing Choice Voucher Program to help northwest Kansas families obtain safe, affordable housing of their choice. Funded through the U.S. Department of Housing and Urban Development (HUD), and administered by NWKHI, (PHA) Section 8 assistance helps income-eligible households afford rental rates with approved housing vouchers.

The vouchers will help income-eligible households obtain affordable rental housing (includes single-family homes, townhouses, duplexes, apartments, etc.) in their communities. The unit may include the family’s present residence. Rental assistance is based on the eligible tenant’s selection of a unit from all available rental units in the community that fall within rent guidelines and must meet Housing Quality Inspection Standards. Security and utility deposit assistance may also be available.
