Illinois Tax Amnesty Program Set to Begin

As part of this year’s Illinois budget bill, several tax amnesty opportunities were approved, with the first program launching on October 1, 2025.

Key Details:

Amnesty Period: October 1, 2025 – November 17, 2025

Eligible Tax Periods: June 30, 2018 – July 1, 2024

Excluded Taxes: Any taxes not administered by the Illinois Department of Revenue, motor fuel use taxes, and non-tax liabilities (such as fees)

How to Participate: File the required tax return (or amended return) for each applicable period, include supporting documentation, and pay the outstanding tax balance in full by November 17, 2025

This program provides taxpayers who failed to file returns—or who reported incorrect liabilities on past returns—an opportunity to resolve their obligations without penalty or interest. Eligibility also extends to taxpayers currently under audit or those who have recently completed one.

Alabama has made sales tax compliance significantly more challenging for businesses. On May 27, Governor Kay Ivy signed HB 191, which modifies the way sales tax exemptions are applied across the state. As a result, state-level exemptions no longer automatically apply to local jurisdictions. Instead, Alabama’s over 500 cities and counties must individually decide whether to adopt similar exemptions through specific local ordinances or resolutions.

Each locality that decides to adopt an exemption must do so by September 1st, and they’re obligated to report these decisions to the Alabama Department of Revenue for publication by the previous July.

Alabama already boasts one of the most intricate local tax systems in the nation. Localities have the authority to establish varying rates for motor vehicles, agricultural products, groceries, manufacturing equipment, and numerous other categories. While states should strive for streamlined sales tax systems, Alabama is taking a counterproductive approach. Uniformity between state and local tax bases not only enhances convenience but is also crucial for maintaining manageable compliance.
