STARTING SEP 30, 2025 The IRS is changing how it accepts (and issues) payments. The IRS will NO LONGER accept paper checks for tax payments nor issue paper checks for tax refunds — a major shift to fully electronic transactions.

This change is the result of Executive Order 14247, “Modernizing Payments to and from America’s Bank Account,” signed on March 25, 2025, which requires all federal receipts and disbursements to go digital, with limited exceptions for individuals without banking access and emergency situations
