ACA Subsidies: What Changes in 2026 and What
Does NOT Change
1. Permanent ACA Subsidy (Obamacare – since 2010)
The Premium Tax Credit (PTC) is permanent by law. It reduces the monthly cost of health insurance
when purchasing a plan through the Marketplace.
It does NOT depend on Congress approving new funding each year.
2. Temporary Enhancements Ending December 31, 2025
The following enhancements were created by the American Rescue Plan (2021) and extended by the
Inflation Reduction Act (2022):
- Removal of the 400% Federal Poverty Level income limit to qualify for a subsidy
- Cap of 8.5% of household income as maximum cost for a benchmark plan
- Increased subsidies for Silver plans (stronger Cost Sharing Reductions)
3. What happens if Congress does NOT renew the enhancements?
The ACA subsidy (Premium Tax Credit) does NOT disappear. Only the enhanced subsidy amounts
expire.
The system would return to the original ACA rules:
- The 400% income limit returns
- Maximum income contribution returns to ~9.8% of household income (instead of 8.5%)
4. Bottom Line
The ACA stays. The subsidy stays. The only thing that may change is the subsidy amount, not your
right to receive it.
