The housing industry just showed up in a major way, and Develop & Empower USA was in the room!

CEO Carrie Harris, COO Patrice Duncan, and McComb Center Manager Kayatta Brown attended the 2026 Biloxi Manufactured Housing Show & Expo — the largest outdoor manufactured housing show in the country — held March 16–18 at the IP Casino Resort and Spa in Biloxi, Mississippi.

With 56 model homes from 25 factories on display, a sold-out exhibitor floor, and more than 3,000 industry professionals from across the U.S. and Canada in attendance, one message came through loud and clear: manufactured housing is not a last resort. It is a leading solution to America's housing crisis.

But here's what the industry doesn't always talk about: interest in manufactured housing is surging — and many of the people who need it most aren't yet in a position to act on it.

Tuesday, July 15th, 2025 was a momentous & truly unforgettable day for D&E, as we officially celebrated our Grand Opening Ceremony. The day was filled with emotion, reflection, and overwhelming gratitude!

What made it so special wasn’t just the ribbon cutting or the new space, it was the incredible people who came out to support us. We were surrounded by longtime corporate partners, community members, and friends who have stood by our mission throughout the years of both trials & triumphs. Their presence reminded us that the work we do matters, and that we never do it alone!

Carrie T. Harris, the beloved Founder and CEO of D&E, has dedicated over 40 years to transforming lives through financial literacy, homeownership advocacy, and economic empowerment.

A visionary leader, she began her journey in banking, later stepping into her divine purpose by founding D&E in 2000. Under her leadership, D&E has expanded across Georgia, Alabama, and Mississippi, providing critical housing and financial services to thousands. She made history by launching the first rural Freddie Mac Borrower Help Center and spearheading ClearPath: The Power of Preparation™, a program shaping the future of education. Furthermore, she has been a national trainer for NeighborWorks America's homeownership track for 17 years, advancing its mission to expand affordable housing and strengthen communities.

Celebrating Black Excellence:

Mayor Shirley Franklin

Shirley Franklin served as the 58th Mayor of Atlanta from 2002 to 2010, making history as the first woman to hold the position and the first Black woman to be elected mayor of a major Southern city. During her tenure, Franklin focused on urban development, infrastructure improvements, and government transparency. She played a key role in revitalizing Atlanta’s sewer and water systems through a massive infrastructure overhaul and worked on initiatives to improve public transportation and affordable housing.

Before becoming mayor, Franklin held leadership roles in Atlanta’s city government, serving as Chief Administrative Officer and Chief Operating Officer under Mayors Maynard Jackson and Andrew Young. Her contributions to the city earned her national recognition, including being named one of Time magazine’s "Best Mayors in America" in 2005.

After leaving office, she continued to be active in public service, education, and advocacy, working with organizations focused on social justice and civic engagement.
