My take: big savings for homeowners under 1m value. Big issue for counties - cities where prices are lower - mostly residential - however this doesn’t address the past spending increases being disproportionate to the population growth. Potential negative impact on affected places borrowing costs. It also doesn’t affect the ability to increase the mill rate - which would be likely course of action if spending cuts don’t happen. So you get an exemption up to $250,000 but the remaining value could end of being taxed higher, but it has to be voted on publicly by elected officials.
