Change in How the IRS Will Release Paper Check Refunds

Beginning with the filing of 2025 tax returns, the IRS will change how it processes refunds for taxpayers who do not request direct deposit on their individual federal returns. If a taxpayer does not include direct deposit information on their 2025 return, the following will occur:

The taxpayer will receive a notice requesting bank information to allow for direct deposit. They will be directed to provide their bank account details through their IRS online account. Once the IRS receives this information, the refund will be direct deposited shortly thereafter.

If the taxpayer does not respond to the notice, a paper check will be issued for the refund after six weeks. The refund will be held for at least six weeks. This policy change is being implemented in response to Presidential Executive Order 14247.

IRS NEWS

The IRS will stop issuing most tax refunds via paper check and will stop accepting most tax payments by paper check starting September 30, 2025. This is part of a larger government-wide initiative to phase out paper checks for all federal payments and move towards a fully electronic system. To avoid payment disruptions, individuals should switch to direct deposit, use a prepaid debit card, or explore other IRS-approved electronic payment methods.
What to Do for Taxpayers
For Receiving Refunds: If you typically get your tax refund by paper check, enroll in direct deposit or a prepaid debit card, such as the Direct Express® card, to receive your payment electronically.

For Making Tax Payments: You will need to use an IRS-approved electronic payment method for all tax payments, such as:
Direct deposit through IRS Direct Pay.
Electronic Funds Transfer System (EFTPS) for businesses.
Credit or debit card payments.
Digital wallet options where available.

Why the Change?
To reduce Fraud and Theft: Paper checks are 16 times more likely to be reported lost, stolen, or altered than electronic payments.
Cut Costs: The system aims to save the government an estimated $750 million annually.
