New EC rules just dropped — and second-timers may be shut out for good. Three new measures hit all EC sites from May 8: longer MOP, fewer units for second-timers, and no more DPS. First-timers now get 90% of EC units at launch, up from 70%, with a 2 year priority window. But for HDB upgraders like Andy Lu, scrapping the DPS is the real killer blow. Under DPS you only needed 20% upfront. Now you pay progressive instalments while still servicing your HDB loan. New EC prices hit $2,572 psf median — nearly double what they were a decade ago. The EC you buy today — you can't sell it for 10 years. That just changed everything. MOP doubled from 5 to 10 years. Privatisation pushed to 15. The flip game is over. In 2021-25, 75% of sellers flipped within 5 years of MOP — up from 45% before. That window is NOW SHUT! EC prices jumped 120% in 10 years — outpacing even private condos. No wonder the government stepped in. First-timer quota raised from 70% to 90% of units — and priority extended from 1 month to 2 years. Deferred payment scheme is also scrapped.
