اہم ٹیکس آگاہی۔
سیکشن 75A انکم ٹیکس آرڈیننس 2001۔

حکومتِ پاکستان اور فیڈرل بورڈ آف ریونیو (FBR) نے معیشت کو دستاویزی بنانے، کالے دھن کی روک تھام اور مالی شفافیت کو یقینی بنانے کے لیے سیکشن 75A کو مؤثر انداز میں نافذ کرنا شروع کر دیا ہے۔

اس قانون کے تحت مخصوص مالیت سے زائد اثاثوں کی خریداری صرف بینکنگ چینل یا ڈیجیٹل ذرائع کے ذریعے کرنا لازمی قرار دیا گیا ہے۔

سیکشن 75A کیا کہتا ہے؟
سیکشن 75A کے مطابق اگر کوئی شخص مخصوص حد سے زائد مالیت کا اثاثہ خریدتا ہے تو اس کی ادائیگی نقد رقم کے بجائے بینکنگ ذرائع سے کرنا ضروری ہوگی تاکہ لین دین کا مکمل ریکارڈ موجود رہے اور اس کی تصدیق کی جا سکے۔

کن اثاثوں پر یہ قانون لاگو ہوتا ہے؟

غیر منقولہ جائیداد
اگر مالیت 50 لاکھ روپے سے زائد ہو، مثلاً:
▪️ پلاٹ
▪️ گھر
▪️ فلیٹ
▪️ دکان
▪️ کمرشل بلڈنگ

دیگر اثاثے
اگر مالیت 10 لاکھ روپے سے زائد ہو، مثلاً:
▪️ گاڑیاں
▪️ مشینری
▪️ صنعتی آلات
▪️ کاروباری سامان
▪️ قیمتی اثاثے۔

ادائیگی کن ذرائع سے کی جا سکتی ہے؟
قانون کے مطابق درج ذیل ذرائع قابل قبول ہیں:

✔ کراس چیک
✔ پے آرڈر
✔ ڈیمانڈ ڈرافٹ
✔ بینکنگ انسٹرومنٹ
✔ آن لائن بینک ٹرانسفر
✔ ڈیجیٹل ادائیگی
✔ ایک بینک اکاؤنٹ سے دوسرے بینک اکاؤنٹ میں براہِ راست ٹرانسفر۔

متعلقہ قانونی دفعات:
▪️ سیکشن 75A — اثاثوں کی خریداری بینکنگ چینل کے ذریعے
▪️ سیکشن 22 — ڈپریسی ایشن الاؤنس
▪️ سیکشن 23 — ابتدائی الاؤنس
▪️ سیکشن 24 — فرسٹ ایئر الاؤنس

اگر قانون پر عمل نہ کیا جائے تو کیا ہوگا؟
اگر مقررہ حد سے زائد مالیت کا اثاثہ نقد رقم سے خریدا جائے تو:

سیکشن 22، 23، 24 اور 25 کے تحت ٹیکس فوائد، ڈپریسی ایشن اور دیگر الاؤنسز نہیں مل سکیں گے۔

سیکشن 76 کے تحت خریداری لاگت تسلیم نہ کیے جانے کا خطرہ ہوگا، جس کے نتیجے میں فروخت کے وقت زیادہ ٹیکس بن سکتا ہے۔

۔ FBR شوکاز نوٹس، انکوائری اور جرمانہ کارروائی شروع کر سکتا ہے۔

لین دین کو غیر دستاویزی یا مشکوک تصور کیا جا سکتا ہے۔
بینکنگ ٹریل نہ ہونے کی وجہ سے مستقبل میں قانونی اور ٹیکس تنازعات پیدا ہو سکتے ہیں۔

کاروباری افراد اور سرمایہ کاروں کے لیے اہم ہدایات:

√ہر بڑی ادائیگی بینکنگ چینل کے ذریعے کریں۔
√ اپنی بینک اسٹیٹمنٹ، رسیدیں اور معاہدے محفوظ رکھیں۔
√ ادائیگی ہمیشہ اپنے ہی بینک اکاؤنٹ سے کریں۔
√ غیر دستاویزی کیش لین دین سے مکمل اجتناب کریں۔
√ کسی بھی بڑی سرمایہ کاری سے پہلے ٹیکس ماہر سے مشورہ ضرور کریں۔

The National Electric Power Regulatory Authority (NEPRA) has indeed introduced a one-time concurrence fee of Rs 1,000 per kilowatt (kW) for solar installations. This change, effective as of April 2026, is part of a broader regulatory shift from the traditional "net metering" system to a "net billing" framework.

Key Details of the New Fee

Mandatory Licensing: Previously, solar systems up to 25kW were exempt from licensing fees and only required permission from local distribution companies (DISCOs). Now, all system sizes must obtain formal concurrence from NEPRA.

Cost Calculation:

The fee is strictly based on the installed capacity. For example, a 10kW system will now require a processing fee of Rs 10,000.
Payment Method: Applicants must submit the fee via a pay order made out to NEPRA at the time of application.

One-Time Charge:
This is a non-refundable, one-time processing fee for the generation license/concurrence, not a recurring monthly tax.

This fee was introduced alongside the Prosumer Regulations 2026, which aim to standardize the solar sector and manage its impact on the national grid. Other major changes include:

Net Billing Transition:

Surplus electricity is no longer credited on a 1:1 unit basis. Instead, it is sold back to the grid at a wholesale rate (approximately Rs 11–13 per unit), while imported grid electricity costs significantly more (Rs 40–50+ per unit).

Existing Users:

Consumers with active net metering agreements signed before February 9, 2026, generally retain their existing 1:1 benefits until their current contracts expire (typically 7 years).

Exemptions:

Hybrid solar systems that do not export electricity to the grid (off-grid or zero-export) remain exempt from these licensing requirements and fees.
