A respected Bangsamoro public servant, peacebuilder, and Shari’ah professional, Ma’am Nur-Ainee brings with her extensive experience in governance, Islamic legal frameworks, peacebuilding, humanitarian development, and community empowerment.

She currently serves as Deputy Minister of the Ministry of Social Services and Development (MSSD-BARMM), while also serving as Socio-Economic Subcommittee Chair and Head Secretariat of the GPH-MNLF Peace Implementing Committee.

Recently, she was likewise recognized as one of the awardees of the Ten Outstanding Women in the Nation’s Service (TOWNS) 2025 for Ethical Public Service, Social Services, and Development, affirming her contributions to peacebuilding, women empowerment, and inclusive governance.

Her work over the years has focused on advancing inclusive governance, social protection, peacebuilding, women empowerment, and conflict-sensitive development programs aligned with both Islamic values and public service accountability.

Academically, she holds a Master in Development Management from the Asian Institute of Management (AIM), alongside degrees in Islamic Studies and Business Administration.

Her expertise in Shari’ah, governance, public administration, ethics, and social development makes her uniquely positioned to discuss the ethical foundations and social objectives of Islamic finance beyond technical compliance alone. A Certified Shariah Advisor (CSA) under the Association of Shariah Advisors in Islamic Finance Malaysia (ASAS), Fahmi is likewise among the IBFIM-trained AQIF trainers supporting the Philippine Islamic finance ecosystem through M&T Consultants, Islamic Co.

He currently serves as Assistant Vice President, Lead, Shariah Governance at Cagamas Berhad, Malaysia’s national mortgage corporation, where he leads initiatives involving Shari’ah governance, Shari’ah non-compliance risk management, policy development, product review, and governance assurance.

Prior to Cagamas, he held strategic Shari’ah-related roles in several major Islamic finance institutions in Malaysia, including:

Academically, he completed his Master in Islamic Finance Practice (MIFP) at INCEIF University with First Class distinction and earned his Bachelor’s degree in Shari‘a and Islamic Studies majoring in Islamic Economics and Banking from Yarmouk University, Jordan.

Fahmi likewise joined M&T Consultants, Islamic Co. last year as part of our expanding pool of core consultants and resource persons supporting the advancement of Islamic finance capacity development initiatives in the Philippines. His expertise further strengthens M&T’s growing network of international practitioners and Shari’ah professionals supporting both industry players and emerging stakeholders in the country.

A Certified Shariah Advisor (CSA) and Fellow Member of the Association of Shariah Advisors in Islamic Finance Malaysia (ASAS), Hamdan is among the IBFIM-trained AQIF trainers supporting the Philippine Islamic finance ecosystem through M&T Consultants, Islamic Co.

He currently serves as Lecturer at Universiti Teknologi MARA (UiTM) Terengganu and is presently pursuing his PhD in Islamic Finance at INCEIF University, the world’s leading graduate institutions specializing in Islamic finance.

Prior to academia, he served as Shariah Analyst, Assistant Vice President at MUFG Bank (Malaysia) Berhad, where he was involved in Shariah research, advisory, product development, and Islamic banking governance functions, including participation in the pioneering development of an international trade product based on Istijrar.

💳 Is it Permissible to Use Your Credit Card for Others with Deferred Interest?

Many of us want to help friends or family by using our credit cards for their purchases, especially when they plan to pay us back later with an additional amount. But does this align with Islamic principles?

The Bangsamoro Dārul-Iftā’ (BDI) has released Fatwa No. 9, Series 2026, addressing this transaction.

⚠️ The Ruling: The BDI has ruled that using your credit card for another person in exchange for a deferred interest (an additional payment upon repayment) is RELIGIOUSLY PROHIBITED.

Why?
1. It is Usury (Riba): The transaction is essentially a loan that brings a benefit to the lender, which falls under An-Nasī’ah.
2. Invalid Sale: One cannot sell what they do not yet possess.
3. Scholarly Rule: "Every loan that brings a benefit is usury."

✅ The Halal Alternatives: Helping others doesn't have to be complicated! There are two Shari’ah-compliant ways to facilitate these transactions.

1. Murābaha (Cost-Plus Financing): Buy the item first (cash/debit). Once you own it, you may sell it to the beneficiary at a known, fixed deferred price.

2. Wakālah (Agency Sale): Act as the agent for payment. You receive the exact amount back, but you may charge a fixed, known fee for your service that does not change regardless of the debt amount or duration.
