ACCELERATE Bangsamoro Advances Enhancements to Shari’ah-Compliant Women Empowerment Facility

The ACCELERATE Bangsamoro Project supported a two-day enhancement workshop on October 9–10, 2026, to strengthen the Shari’ah-Compliant Women Empowerment Facility (WEF) and its support for women entrepreneurs.

Supported by the Australian Government in partnership with The Asia Foundation, the workshop brought together area coordinators and women enterprise partners of the League of Moro Women Organization, Inc., ACCELERATE’s implementing partner for WEF. M&T Consultants, Islamic Co. facilitated the sessions, guiding participants through a review of implementation experiences and proposed improvements for the next cycle.

The workshop assessed lessons from WEF Cycle 1, covering October 2025 to September 2026. Reflections from area coordinators and partners, alongside findings from field visits, helped identify ways to make the facility more accessible and responsive to women’s business needs.

Participants reviewed the financing process from application to repayment, including eligibility, needs assessment, proposal preparation, registration, acquisition and delivery of goods, and repayment monitoring. Discussions also addressed simpler documentation, clearer responsibilities, and support arrangements for partners experiencing payment difficulties.

A central focus was refining the existing Murabahah product and exploring three additional offerings: Ijara for equipment rental, Salam for advance payment against future delivery of goods, and Istisna for products manufactured according to agreed specifications. These proposed additions would accommodate a wider range of business activities and financing needs.

Through group exercises facilitated by M&T, participants examined current practices and proposed arrangements for each product. They considered financing amounts, payment and delivery schedules, documentation, partner support, and safeguards throughout the transaction.

The workshop also explored WEF’s longer-term direction, including governance, institutional readiness, operational capacity, and sustainability. Its outputs will inform LMWOI’s leadership decisions and preparations for the next implementation cycle.

Guided by the message“Prosperity with Integrity in Shari’ah Way,” the activity emphasized accessible financing, clear agreements, and responsive support to strengthen women’s enterprises.

BDI, M&T, Accelerate Bangsamoro Advance Zakat Institutionalization in BARMM

The Bangsamoro Darul Ifta (BDI), in partnership with M&T Consultants, Islamic Co., supported by the Australian Government through The Asia Foundation’s Accelerate Bangsamoro Project, convened a Round Table Discussion (RTD) on Zakat System Institutionalization in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on October 7–8, 2026, in Cotabato City.

This activity built on the July consultations to refine proposed arrangements for an accessible, transparent, and Shari’ah-compliant zakat system.

The RTD’s direction was set by Bangsamoro Grand Mufti His Eminence Sheikh Abdulrauf Guialani and Fatwa Division Head Sheikh Camaludin Esmail, with technical framing provided by M&T’s Managing Partner Hamodi Lao Tiboron. Opening message from Jerryll Reyes of The Asia Foundation, and messages of support from Shari’ah Supervisory Board Chairperson Hon. MP Muhammad Nadzir S. Ebil, Bangko Sentral ng Pilipinas Senior Assistant Governor Atty. Arifa Ala, and Bangsamoro Finance Office Director Farrell Hazsan Usman, CPA, reinforced this direction. The discussions were further informed by the presentation of BARMM’s Islamic Finance Roadmap by Alameda Hajim M. Andong, CPA, and practical recommendations from Hadji Makhtar Abdullah, Chief Executive Officer of Malaysia’s Association of Shari’ah Advisors in Islamic Finance (ASAS).

The gathering brought together resource persons and representatives from the Bangko Sentral ng Pilipinas (BSP), Bureau of Internal Revenue (BIR), Ministry of Finance, and Budget and Management (MFBM), Bangsamoro Attorney General’s Office (BAFO), Bangsamoro Information and Communications Technology Office (BICTO), Cooperative and Social Enterprises Authority (CSEA), Ministry of Social Services and Development (MSSD), and Bangsamoro Pilgrimage Authority (BPA). Shari'ah integrity and practical recommendations were also sought from representatives from the Association of Shari’ah Advisors in Islamic Finance, Moro Islamic Liberation Front Da’wah Committee, Shari’ah Court, Lujnatul Ulya, Hayatul Ulama, and League of Moro Women Organization, Inc., bringing perspectives from government, religious institutions, civil society, and Islamic finance practice.

Four key dimensions guided the discussions: legal and institutional structure, collection and distribution governance, oversight and accountability, and digital readiness. Inputs connected the BARMM Islamic Finance Roadmap with practical lessons from other jurisdictions, emphasizing clear responsibilities, appropriate beneficiary assessment, transparent fund management, and accessible payment and reporting channels.

The initiative also draws on lessons from the Shari’ah-Compliant Women Empowerment Facility, developed by M&T and implemented by the League of Moro Women Organization, Inc., with support from Accelerate Bangsamoro. These experiences provide a practical reference for exploring how zakat may complement livelihood financing and expand opportunities for women and underserved communities.

Through the support of the Australian Government and The Asia Foundation, the engagement connects community experience with institutional dialogue, contributing to efforts toward a trusted zakat system and more inclusive economic opportunities in the Bangsamoro.

Connecting academic research with practical opportunities in Islamic finance

I N C E I F University’s Action-Based Learning students and M&T Consultants, Islamic Co. held an introductory meeting for two landmark academic projects this semester, with M&T as industry partner in the Philippines, focusing on:

✅Microtakaful for microentrepreneurs in Mindanao - exploring accessible Shari’ah-compliant protection for businesses and livelihoods.

✅Shari’ah screening for the Islamic capital market in the Philippines, supporting the development of Shari’ah-compliant investment opportunities.

M&T is pleased to support INCEIF and its students in connecting academic research with practical needs through industry perspectives and local context.

This engagement continues following the success of the previous semester’s projects on zakat institutionalization and zakat-linked Islamic microfinance, whose outputs have become vital inputs to ongoing zakat institutionalization efforts in BARMM under the leadership of the Bangsamoro Darul-Ifta' BARMM.
