Here’s the real breakdown of who does what in this new Pasig City partnership:

🏥 Pasig LGU (The Implementor) – Sila ang nagpapatakbo ng mga ospital at health centers. Sila ang mismong nagfa-file ng claims sa PhilHealth. If their internal paperwork, encoding, or billing systems are messy, they lose out on reimbursements. Their job is to fix their own house para mas mabilis ang proseso.

💳 PhilHealth (The Payer) – They just receive the claims from Pasig and release the payments based on the rules. They don't deal with foundations directly.

📋 Unilab Foundation (The Technical Adviser) – They are NOT applying for claims on behalf of Pasig. Instead, they review Pasig’s current workflow, identify where staff are making errors, suggest digital solutions, and streamline the process para mas maraming claims ang ma-approve at ma-reimburse.

So why Unilab Foundation and not just any consultant?

Because they have the actual receipts in health systems work. They run the Unilab Center for Health Policy (UCHP), a legit health think tank.

While the rest of the Philippines grew at 4.4% in 2025, Davao Region clocked in at 5.1%, and yes, that’s officially ahead of the national average.

But here’s what makes it actually impressive: This isn’t just a one-hit wonder. Davao’s economy hit ₱1.14 trillion, making it Mindanao’s largest economy for the third straight year and the 5th biggest in the entire country.

What’s driving the numbers?
• Services sector with a 6.9% expansion
• Wholesale/retail trade
• Financial services
• Public administration
• Agriculture even bounced back with 1.9% growth after a dip in 2024.

The region stayed resilient despite back-to-back earthquakes, weather disturbances, and governance challenges.

And the outlook? BSP officials are eyeing big opportunities in agribusiness, manufacturing, logistics, digital services, and renewable energy.

Now here’s the part that gets even more interesting.

While Davao’s economy is booming, there’s still a massive opportunity waiting to be tapped: insurance protection.

Nationally, insurance pe*******on hit just 1.96% in Q2 2026, far below the global average. And Mindanao? It faces an even wider gap, with several remote municipalities recording zero digital insurance activity as of early 2025.

But here’s where it gets hopeful.

The Insurance Commission is actively pushing for solutions, approving more Takaful (Islamic insurance) products and expanding microinsurance to reach underserved communities.

Shari'ah-compliant products are now becoming available, with premiums starting as low as ₱250, making protection more accessible to Muslim Filipinos.

Historic dialogues have even been held with over 45 Muslim religious leaders across Mindanao to build trust and awareness.

The goal? Reach the estimated 2.5 million Muslim Filipinos who have the capacity to get insured. It’s a long game, but the foundation is being built.

Davao isn't just keeping up, it's setting the pace. And with the right moves, financial protection can catch up too.

Your Skills Passport Won’t Pay Your Bills If You Can’t Work.

TESDA just rolled out the Skills Passport, a digital record of your tech-voc certifications designed to match you with employers faster.

On paper, it’s a win: easier job hunting, better skills visibility, and a government that finally digitizes credentials.

But here’s the hard truth no one tells you:

A Skills Passport is not a financial plan.

THE THREAT

Millennials are being trained to become more employable, but not more financially secure.

You get the certification, you land the job, you earn the income. Yet without a system to protect that income, one health crisis, one accident, or one career gap wipes out everything you worked for.

The Skills Passport makes you findable to employers. It does not make you unbreakable against life’s disruptions.
