𝗕𝗜𝗥 𝗣𝗘𝗥𝗦𝗢𝗡𝗡𝗘𝗟 𝗡𝗔𝗕𝗕𝗘𝗗 𝗢𝗩𝗘𝗥 𝗗𝗜𝗥𝗘𝗖𝗧 𝗕𝗥𝗜𝗕𝗘𝗥𝗬 𝗔𝗡𝗗 𝗖𝗢𝗥𝗥𝗨𝗣𝗧𝗜𝗢𝗡
As part of its ongoing efforts to pursue and hold corrupt government officials accountable, the National Bureau of Investigation (NBI), through the NBI-Public Corruption Division (NBI-PCD), arrested a Bureau of Internal Revenue (BIR) personnel and her accomplice in a successful entrapment operation in Taguig City.
The operation stemmed from the complaint filed by Hitch Park Solutions Inc. against individuals who introduced themselves as employees of the BIR.
According to the complainant, the company received a Letter of Authority (LOA) from the BIR Revenue District Office 044, authorizing Revenue Officer (RO) ELISHA NESRIN DIMAYACYAC, and Group Supervisor (GS) GRACE RIKELLE LAPU-OS to conduct an examination of the company’s books of accounts and other accounting records for all internal revenue taxes for 2024. In this regard, the complainant sought the assistance of GLENLY CORGOS y MORATA a.ka. JHA from the Dolorfino & Associates, CPAS (DACPA), who handles tax matters for the company. During discussions with Subjects DIMAYACYAC and LAPU-OS, through their accountant JHA, initial tax assessments were made against Hitch Park Solutions Inc. The first assessment amounted to Php 36,000,000.00, but later went down to Php 6,000,000.00.
The complainant alleged that Subjects offered to fix the company’s tax obligations by further reducing the assessment to Php 800,000.00. They proposed that only Php 200,000.00 would be covered by an official receipt, and the remaining Php 600,000.00 was to be placed in a separate envelope and delivered to the Subjects at their office in Taguig City on September 29, 2025.
Verification confirmed that RO DIMAYACYAC and GS LAPU-OS are indeed BIR personnel. Thus, on September 29, 2025, the agreed delivery date of the Php 600,000.00, an entrapment operation was conducted at the premises of Revenue District Office 044. The operation led to the arrest of GS LAPU-OS and one MILA YANSON y RODERO, former’s personal assistant, after they were caught in the act of receiving the cash.
GS GRACE RIKELLE LAPU-OS and MILA YANSON y RODERO will be presented for inquest proceedings before the Prosecutor’s Office, Taguig City for violation of R.A. No. 3019 or the Anti-Graft and Corrupt Practices Act, Article 210 of the Revised Penal Code (Direct Bribery), and R.A. No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees. RO DIMAYACYAC, who was part of the transactions, was not present during the operation, but will be included in the filing of appropriate charges.
With the successful arrest of the Subjects, NBI Director Judge Jaime B. Santiago (Ret.) reaffirms the Bureau’s commitment to upholding integrity and accountability in public service, especially in matters involving revenue collection and taxpayer trust.
