The Philippine Council for NGO Certification (PCNC) formally issues this statement regarding the recent enactment of Executive Order No. 117, Series of 2026, titled "Streamlining the Accreditation System for Donee Institutions and Designating the Department of Social Welfare and Development as the Sole Accrediting Entity for Social Welfare and Development Agencies."

𝗜. 𝗘𝗺𝗯𝗿𝗮𝗰𝗶𝗻𝗴 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗦𝘁𝗿𝗲𝗮𝗺𝗹𝗶𝗻𝗶𝗻𝗴 𝗮𝗻𝗱 𝗘𝗻𝘀𝘂𝗿𝗶𝗻𝗴 𝗮 𝗦𝗺𝗼𝗼𝘁𝗵 𝗧𝗿𝗮𝗻𝘀𝗶𝘁𝗶𝗼𝗻
PCNC fully recognizes the necessity of streamlining regulatory processes within the non-government organization (NGO) sector. Minimizing regulatory burden and cost allows NGOs to focus their valuable resources on delivering their mission.

In alignment with the objectives of the new Order, PCNC commits to:
• cooperate fully with the Department of Finance (DOF), the Bureau of Internal Revenue (BIR), and the Department of Social Welfare and Development (DSWD) in crafting the implementing guidelines that will amend Revenue Regulations No. 13-98 by sharing insights, tools, and best practices in NGO accreditation.
• implementing a seamless transition that protects the current status of accredited SWDAs, ensuring completely uninterrupted services to them and the donors that rely on them.
• continue processing the application for accreditation and donee-institution status of SWDAs until the implementing guidelines become effective.

𝗜𝗜. 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗶𝗻𝗴 𝗩𝗶𝗴𝗶𝗹𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗔𝗱𝘃𝗼𝗰𝗮𝘁𝗶𝗻𝗴 𝗳𝗼𝗿 𝗨𝗻𝗰𝗼𝗺𝗽𝗿𝗼𝗺𝗶𝘀𝗲𝗱 𝗡𝗚𝗢 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲
While PCNC welcomes initiatives that enhance the ease of doing business, we strongly emphasize that simplification must never come at the expense of rigorous transparency and accountability. For decades, the peer-review, self-regulatory model developed and championed by PCNC has served as a benchmark of building credibility and trust for Philippine NGOs.

As the landscape evolves, PCNC's core mission remains unchanged. PCNC shall stay vigilant and continue to advocate for good and ethical governance in the NGO sector. We remain unyielding in our promotion of transparency, accountability, fiduciary responsibility, and quality service delivery among NGOs. We reaffirm our role not only as an accrediting body but as a catalyst for stronger institutions and a more trusted, participatory civil society.

PCNC looks forward to working collaboratively with everyone to ensure that the objective of EO No. 117 succeeds in lowering regulatory barriers while upholding the absolute integrity of our nation's non-profit organizations.

For the past three decades, PCNC has faithfully and rigorously fulfilled its mandate of promoting good governance and safeguarding the integrity of Philippine NGOs. PCNC remains steadfast in its mission of helping build accountable, resilient, and sustainable nonprofit institutions.

In response to the declining number of new accounting professionals and related workforce across the country, our firm has launched a Student Support Program to help nurture the field’s next generation. We kicked off this initiative by connecting with promising senior high school students of Maloco National High School and their families in our local community, sharing our vision and supporting their educational aspirations.

We believe that investing in these young individuals’ education is the best way to cultivate a strong future for the accountancy profession.
