BIR Clarifies Creditable Withholding Tax Rules for Top Withholding Agents Under Revenue Regulations No. 24-2025

Revenue Memorandum Circular No. 079-2026 clarifies Revenue Regulations No. 24-2025, which took effect on October 10, 2025. The guidelines affect Top Withholding Agents purchasing covered goods from manufacturers or direct importers. A 1/2% creditable withholding tax rate applies to gross payments for specified wholesale goods, including motor vehicles, motorcycles, pharmaceutical products, and solid or liquid fuels. This 1/2% rate is determined by the seller's status as a primary wholesaler, even if the buyer purchases the goods for final consumption. If the transaction is retail, the 1% creditable withholding tax rate under Revenue Regulations No. 2-98 applies instead. Top Withholding Agents who apply incorrect rates must perform corrective adjustments upon filing the Quarterly Remittance Return of Creditable Income Taxes Withheld (BIR Form No. 1601EQ). These adjustments must be finalized within the same taxable year and no later than the last day of the month following the close of the quarter. For example, for the 4th quarter of the taxable year 2025, the adjustment deadline was January 31, 2026.

As of July 8, mas dumadami na ang banks offering unlimited free bank transfers. These are the banks na walang transfer limit na nakalagay sa guide natin.

We’re also hopeful that more banks will announce changes soon. Recently, the BSP called the attention of banks to verify why some have yet to adjust their transfer fees despite the issuance of BSP Circular No. 1238, which encourages more affordable and accessible digital financial services.
