APCD - Employers Association of Debt Collection Companies
The APCD Mission is to represent its members at National and International level, to promote and protect the activity of debt collection/recovery and receivables management. APCD was founded in December 2011, at the initiative of the companies INCASO and Colect Capital Grup, aiming to promote the best practices of debt collection/recovery
and receivables management. ASSOCIATION’S PURPOSE:
- Non-profit and non-property purpose;
- APCD will ensure the organization and carrying-out of debt collection/recovery activity and receivables management;
• Protection and promotion of APCD members’ interests and rights;
• Association members’ internal representation before administrative authorities and other public institutions, as well as in relation with their own civil society organizations;
• External representation of APCD members by participating in the profile associations’ works;
• Affiliation to international profile organizations. ASSOCIATION’S OBJECTIVES:
• To administer members affiliation;
• To create the image of debt collection/recovery activity and the receivables management and to promote APCD;
• To regularly develop and update of the Association’s Code of Conduct, obligatory for all its members in debt collection/recovery activity and receivables management;
• To monitor the compliance with the Association’ s Code of Conduct by all its members, while in case of its infringement, to take the appropriate disciplinary actions, as provided by law and this statute obligatory for all its members in receivables management activity;

• To promote the members list
Working Methods:
• Organizes seminars aimed at promoting the service
• Organizes service advertising
• Administrative & legislative lobbying
• Internal management activity: accounting, staff employment, payments, collection of members’ contributions
• Arbitrates the disputes between members
ASSOCIATION’S MEMBERS – CONDITIONS:
• It is a company with its headquarters or subsidiary in Moldova
• It is a company active for at least 6 months on the RM market
• Renders services on collection/recovery activity and receivables management
• Its professional activity is conducted in accordance with the Association’s Code of Conduct
• It is not in one of the following situations: reorganization, bankruptcy, dissolution, liquidation. MINIMUM PROFESSIONAL STANDARDS
• Staff or staff coordinators with specialized studies in legal or economic field:
• Contracts per each client;
• Activity electronic archiving;
• Written reports per client;
• Professional and friendly approach within the law;
• Services clear presentation and tender;
• Ensured internal or outsourced juridical training;
• Ensured internal or outsourced training. STRUCTURE AND ADMINISTRATION BODIES:
General Meeting
• represents the association’s management forum and consists of all the members entered in the APCD
• meets in ordinary session at least at 6 months and in extraordinary sessions whenever it is necessary
