APFASL, together with the Technical Division of CA Sri Lanka, successfully conducted a highly informative seminar on “Electricity/Energy Sector Reforms in Sri Lanka via the CEB Restructuring Exercise,” focusing on the Electricity Act No. 36 of 2024 and the subsequent Amendment Act of 2025.

The event attracted over 250 participants, including Chartered Accountants and senior public sector finance professionals.

Delivering the introductory remarks, CA Sri Lanka President Mr. Tishan Subasinghe highlighted the important role of accounting and finance professionals in supporting national reforms through governance, accountability, financial management and strategic decision-making.

The keynote address by Prof. M. Thilakasiri provided valuable insights into the rationale, legal framework and strategic direction behind the ongoing CEB restructuring process and the broader transformation of Sri Lanka’s energy sector towards greater sustainability, transparency and financial viability.

The seminar concluded with a highly engaging Q&A session, reflecting the strong professional interest in the future of Sri Lanka’s electricity and energy sector reforms.

The Association of Public Finance Accountants of Sri Lanka (APFASL) successfully held its 14th Annual General Meeting on 31st March 2026 at CA Sri Lanka, with the participation of members, Board members, and distinguished guests, including Mr. Tishan Subasinghe – President of CA Sri Lanka, Ms. Anoji De Silva – Vice President of CA Sri Lanka, and Ms. Lakmali Priyangika – CEO of CA Sri Lanka.

The AGM reviewed the Association’s progress and financial performance for 2025, reaffirming its continued commitment to strengthening public financial management in Sri Lanka.

A key highlight of the event was the induction of Ms. K. V. C. Dilrukshi as the new President of APFASL, succeeding Mr. V. Kanagasabapathy, whose 14 years of dedicated service were warmly appreciated and recognised.
