അഞ്ച് കോടി രൂപക്ക് മുകളില്‍ വാര്‍ഷിക വിറ്റുവരവുള്ള വ്യാപാരികളുടെ ബിസിനസ് -ടു - ബിസിനസ് വ്യാപാര ഇടപാടുകള്‍ക്ക് 2023 ഓഗസ്റ്റ് ഒന്ന് മുതല്‍ ഇ - ഇന്‍വോയ്‌സിങ് നിര്‍ബന്ധമാക്കി.

2017-2018 സാമ്പത്തിക വര്‍ഷം മുതല്‍, മുന്‍ സാമ്പത്തിക വര്‍ഷങ്ങളില്‍ ഏതെങ്കിലും വര്‍ഷത്തില്‍ 5 കോടിയോ അതിലധികമോ വാര്‍ഷിക വിറ്റ് വരവുള്ള വ്യാപാരികള്‍ 2023 ഓഗസ്റ്റ് ഒന്ന് മുതല്‍ ഇ - ഇന്‍വോയ്‌സ് തയ്യാറാക്കണം.

ഇ - ഇന്‍വോയ്‌സിങ് ബാധകമായ വ്യാപാരികള്‍ നികുതി ബാധ്യതയുള്ള ചരക്കുകള്‍ക്കും, സേവനങ്ങള്‍ക്കും കൂടാതെ വ്യാപാരി നല്‍കുന്ന ക്രഡിറ്റ് /ഡെബിറ്റ് നോട്ടുകള്‍ക്കും ഇ - ഇന്‍വോയ്‌സ് തയ്യാറാക്കണം. നിലവില്‍ 10 കോടി രൂപയിലധികം വിറ്റ് വരവുള്ള വ്യാപാരങ്ങള്‍ക്കാണ് ഇ-ഇന്‍വോയ്‌സിങ് നിര്‍ബന്ധമാക്കിയിട്ടുള്ളത്. ഇതാണ് ഓഗസ്റ്റ് ഒന്ന് മുതല്‍ 5 കോടി രൂപയായി കുറച്ചത്.

ഇ - ഇന്‍വോയ്‌സ് എടുക്കാന്‍ ബാധ്യതയുള്ള വ്യാപാരികള്‍ ചരക്കു നീക്കം നടത്തുന്നതിന് മുന്‍പ് തന്നെ ഇ-ഇന്‍വോയ്‌സിങ് നടത്തണം. ഇതിനായി 2023 ആഗസ്റ്റ് 1 ന് മുന്‍പായി ഇ-ഇന്‍വോയ്‌സ് പോര്‍ട്ടലായ https://einvoice1.gst.gov.in ല്‍ രജിസ്റ്റര്‍ ചെയ്ത് 'യൂസര്‍ ക്രെഡന്‍ഷ്യല്‍സ് ' കൈപ്പറ്റേണ്ടതാണ്. ഇ-വേ ബില്‍ പോര്‍ട്ടലില്‍ ''യൂസര്‍ ക്രെഡന്‍ഷ്യല്‍സ് ' ഉള്ള വ്യാപാരികള്‍ക്ക് അതിനായുള്ള യൂസര്‍ ഐഡിയും പാസ്സ്വേര്‍ഡും ഉപയോഗിച്ച് ഇ-ഇന്‍വോയ്‌സിങ് പോര്‍ട്ടലില്‍ ലോഗ് ഇന്‍ ചെയ്യാവുന്നതാണ്.

ഇ-ഇന്‍വോയ്‌സിങ് ബാധ്യതയുള്ള വ്യാപാരി ഇന്‍വോയ്‌സ് നടത്തിയില്ലെങ്കില്‍ സ്വീകര്‍ത്താവിന് ഇന്‍പുട് ടാക്‌സ് ക്രെഡിറ്റിന് അര്‍ഹതയുണ്ടാവില്ല. ജി.എസ്.ടി നിയമ പ്രകാരം നികുതിരഹിതമായ ചരക്കുകള്‍ കൈകാര്യം ചെയ്യുന്ന വ്യാപാരികള്‍ക്ക് ഇ-ഇന്‍വോയ്‌സിങ് ആവശ്യമില്ല. സെസ്സ് യൂണിറ്റുകള്‍, ഇന്‍ഷുറന്‍സ്, നോണ്‍ ബാങ്കിങ് ഫിനാന്‍ഷ്യല്‍ കമ്പനികള്‍ അടക്കമുള്ള ബാങ്കിങ് മേഖല, ഗുഡ്‌സ് ട്രാന്‍സ്‌പോര്‍ട്ടിങ് ഏജന്‍സികള്‍, പാസഞ്ചര്‍ ട്രാന്‍സ്‌പോര്‍ട് സര്‍വീസ്, മള്‍ട്ടിപ്ലെക്‌സ് സിനിമ അഡ്മിഷന്‍, എന്നീ മേഖലകളെയും ഇ-ഇന്‍വോയ്‌സിങ്ങില്‍ നിന്നും ഒഴിവാക്കിയിട്ടുണ്ട്.
