Daily getting message on phone, Report the , stop the . Wondering if the Corruption really eradicated from System what will happen ?. Is politics & Government is possible without corruption ? Interesting first question should be what is Corruption?

ਰੋਜ਼ਾਨਾ ਫੋਨ 'ਤੇ ਸੁਨੇਹਾ ਮਿਲ ਰਿਹਾ ਹੈ, # ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੀ ਰਿਪੋਰਟ ਕਰੋ, # ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਨੂੰ ਰੋਕੋ। ਹੈਰਾਨ ਹਾਂ ਕਿ ਜੇਕਰ ਸਿਸਟਮ ਤੋਂ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਸੱਚਮੁੱਚ ਖ਼ਤਮ ਹੋ ਗਿਆ ਤਾਂ ਕੀ ਹੋਵੇਗਾ?
ਕੀ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਤੋਂ ਬਿਨਾਂ ਰਾਜਨੀਤੀ ਅਤੇ ਸਰਕਾਰ ਸੰਭਵ ਹੈ? ਦਿਲਚਸਪ ਪਹਿਲਾ ਸਵਾਲ ਇਹ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਕੀ ਹੈ?

& with background have been appointed as Chief Advisor & Advisor (fiscal affairs) in dept of Finance, Punjab with cabinet minister & secretary rank facilities, their appointments have created storm in political circles. both the appointments are delhi backed & Bhagwant Mann has not say in it, both the appointments have many aspects Sukhpal Singh Khaira is raising the issue of non punjabi, BJP Punjab is raising incompetence of to handle punjab fiscal affairs, are there is no one in punjab with financial matters expertise who could handle the fiscal matters of Punjab? or Delhi is not trusting the Punjabi people, etc etc. Why these two people are appointed in Punjab Finance Dept, their appointment letters says they are free to pursue their Professional Career. It would be interesting to see them working in State of Punjab. something is fishy in their appointments.

ਸਰਕਾਰੀ ਵਾਹਨਾਂ ਦੀ 'ਦੁਰਵਰਤੋਂ' ਅਤੇ ਸਰਕਾਰੀ ਦਫਤਰਾਂ ਵਿੱਚ ਜਨਤਕ ਸੇਵਕਾਂ ਦੀ ਉਪਲਬਧਤਾ

ਸਰਕਾਰੀ ਅਧਿਕਾਰੀ ਸਮੇਂ ਸਿਰ ਸਰਕਾਰੀ ਦਫ਼ਤਰਾਂ ਵਿੱਚ ਹਾਜ਼ਰ ਹੋਣ ਅਤੇ ਬਿਨਾਂ ਇਜਾਜ਼ਤ ਸਟੇਸ਼ਨ ਤੋਂ ਬਾਹਰ ਨਾ ਨਿਕਲਣ ਲਈ ਪਾਬੰਦ ਹਨ ਪਰ ਉਹ ਅਜਿਹਾ ਬਹੁਤ ਘੱਟ ਕਰਦੇ ਹਨ। ਪੰਜਾਬ ਸਰਕਾਰ ਇਸ ਸਬੰਧੀ ਵਾਰ-ਵਾਰ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕਰਨ ਦੇ ਬਾਵਜੂਦ ਕਾਨੂੰਨ ਨੂੰ ਲਾਗੂ ਕਰਨ ਵਿੱਚ ਨਾਕਾਮ ਰਹੀ ਹੈ। ਮੈਂ ਵਿਸ਼ੇਸ਼ ਵਿਭਾਗ ਵਿੱਚ ਆਰ.ਟੀ.ਆਈ. ਐਕਟ ਦੀ ਮਦਦ ਨਾਲ ਸਰਕਾਰੀ ਵਾਹਨਾਂ ਦੀ ਦੁਰਵਰਤੋਂ, ਬਿਨਾਂ ਇਜਾਜ਼ਤ ਹੈੱਡਕੁਆਰਟਰ ਛੱਡਣ ਦਾ ਮੁੱਦਾ ਚੁੱਕਿਆ ਹੈ। ਸਰਕਾਰੀ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਸਾਡੇ ਦੁਆਰਾ ਅਦਾ ਕੀਤੇ ਟੈਕਸਾਂ ਵਿੱਚੋਂ ਤਨਖਾਹ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ। ਉਹ ਜਨਤਾ ਦੀ ਸੇਵਾ ਕਰਨ ਲਈ ਵਚਨਬੱਧ ਹਨ
ਅਤੇ ਉਹ ਕਾਨੂੰਨ ਅਨੁਸਾਰ ਜਨਤਾ ਪ੍ਰਤੀ ਜਵਾਬਦੇਹ ਹਨ ਪਰ ਸਰਕਾਰੀ ਵਿਭਾਗਾਂ ਵਿੱਚ ਕਾਨੂੰਨ ਦੀ ਪਰਵਾਹ ਕੌਣ ਕਰਦਾ ਹੈ?
ਟੈਕਸਦਾਤਾਵਾਂ ਦਾ ਲੱਖਾਂ ਰੁਪਏ ਲੱਗਭਗ ਧੂੰਏਂ ਵਿੱਚ ਚਲਾ ਜਾਂਦਾ ਹੈ। ਆਮ ਤੌਰ 'ਤੇ ਦੇਖਿਆ ਗਿਆ ਹੈ ਕਿ ਸਰਕਾਰਾਂ ਵਿਚਲੇ ਮੰਤਰੀ ਅਤੇ ਬਾਬੂ ਸਰਕਾਰੀ ਵਾਹਨ ਦੀ ਦੁਰਵਰਤੋਂ ਕਰਨ ਦੇ ਆਦੀ ਹਨ। ਇੱਕ ਦਹਾਕਾ ਪਹਿਲਾਂ ਕੁਝ ਅਖਬਾਰਾਂ ਵਿੱਚ ਆਮ ਤੌਰ 'ਤੇ ਸਕੂਲਾਂ ਦੇ ਸਾਹਮਣੇ ਸਰਕਾਰੀ ਵਾਹਨਾਂ ਦੀ ਤਸਵੀਰ ਨਾਲ ਬਾਬੂਆਂ ਦੇ ਬੱਚਿਆਂ ਨੂੰ ਸਕੂਲ ਛੱਡਣ ਦੀਆਂ ਖ਼ਬਰਾਂ ਛਪਦੀਆਂ ਸਨ। ਸਰਕਾਰੀ ਗੱਡੀਆਂ ਵਿੱਚ ਬਾਜ਼ਾਰਾਂ ਵਿੱਚ ਖਰੀਦਦਾਰੀ ਕਰਨ ਵਾਲੇ ਬਾਬੂਆਂ ਦੀਆਂ ਪਤਨੀਆਂ ਵੀ ਪੁਰਾਣੇ ਸਮਿਆਂ ਵਿੱਚ ਇੱਕ ਮੁੱਦਾ ਸੀ ਪਰ ਉਹ ਪੁਰਾਣੇ ਦਿਨ ਸਨ ਹੁਣ ਇਹ ਕੋਈ ਮੁੱਦਾ ਨਹੀਂ ਰਿਹਾ ਕਿਉਂਕਿ ਨਾਗਰਿਕ ਅਤੇ ਅਖਬਾਰਾਂ ਨੇ ਇਹ ਸਮਝ ਲਿਆ ਹੈ ਕਿ ਇਸ ਮੋਰਚੇ 'ਤੇ ਕੁਝ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ।

ਕੀ ਭਵਿੱਖ ਵਿੱਚ ਅਜਿਹਾ ਸਮਾਂ ਆਵੇਗਾ ਜਦੋਂ ਬਾਬੂ ਸਰਕਾਰੀ ਵਾਹਨਾਂ ਦੀ ਦੁਰਵਰਤੋਂ ਕਰਨ ਦੀ ਹਿੰਮਤ ਨਹੀਂ ਕਰਨਗੇ।
ਕੀ ਸਰਕਾਰ ਜਾਗ ਕੇ ਇਸ ਮਾੜੇ ਅਮਲ ਨੂੰ ਬੰਦ ਕਰੇਗੀ? ਮੈਂ ਹਮੇਸ਼ਾ ਹੈਰਾਨ ਹੁੰਦਾ ਹਾਂ।
ਆਮ ਵਾਂਗ ਮੈਂ ਇੱਕ ਟੈਕਸ ਵਿਭਾਗ ਦੇ ਮੁਖੀ ਦੁਆਰਾ ਸਰਕਾਰੀ ਵਾਹਨ ਦੀ ਦੁਰਵਰਤੋਂ ਦਾ ਮੁੱਦਾ ਚੁੱਕਿਆ ਹੈ। ਉਮੀਦ ਹੈ ਕਿ ਇਸ ਨੂੰ ਤਰਕਸੰਗਤ ਅੰਤ ਤੱਕ ਲਿਜਾਇਆ ਜਾਵੇਗਾ.

“A tendency to presume the Supreme Court to be more 'supreme' than it actually is and to presume a high court to be lesser 'high' than it constitutionally is”. Interesting observation by HC of P & H, one previous occasion SC held, The Supreme Court stated that it has no power of superintendence over the High Courts.
