RBI Governor Press Highlights :

1. Repo rate reduced by 75 basis points to 4.4%
2. Rev repo reduced by 90 basis points to 4%
3. GDP growth for Q4 19-20 and FY 20-21 to be affected
4. Aggregate demand may weaken
5. Future outlook uncertain and negative
6. CRR reduced by 100 basis points to 3% for 1 year to release 1.37 lakh crores
7. Min daily CRR balance reduced from 90% - 80% till 30/06/2020
8. 3.74 lakh crore liquidity injected
9. 3 month moratorium on payment of instalments of Term Loan outstanding
10. Interest on WC facilities to be deferred by 3 months

1. *Rs. 50 Lakh Insurance Cover* for Doctors, Sanitation Worker, Para Medical Staff

2. *Food Benefits*
Pradhan Mantri Garib Kalyan Anna Yojana (80 Crore people)
- *Additional 5 kg* wheat or rice *free* for next three months
- *Additional 1 kg of pulse free* for next three months
- Can be taken in two instalments
- Package costing 1.70 Lakh Crore

3. *Direct Benefit Transfer*

- *Farmers* – Rs. 2,000 in April 1st Week (8.70 Crore Farmers will get this benefit)

- *MANREGA* – Increase in Wages Rs. 2000 per person (5 Crore Families)

- *Poor Widows, Pensioners, Divyangs* – Ex-gratia Rs. 1000 in two instalments (3 Crore senior citizen, poor widows and poor divayang)

- *Woman having Jan Dhan Yojana* – Ex-gratia of Rs. 500 per month for next three months (20 Crore Women)

- *Ujwala Scheme* – Free cylinders for next three months (8.3 Crore BPL Families)

- *Woman Self Help Groups* – Loan upto Rs. 20 Lakh without collaterals (7 Crore household)

- *Organised Sector Workers*
- *Government will pay EPF Contribution* for Employer and Employee for next three months (For establishment having upto 100 employees and of these 100 employees, 90% employee earn less than Rs. 15 Thousand)
- *Non Refundable EPF Withdrawal* allowed upto 75% of their balance or 3 months’ wages, whichever is low) (4.8 Crore workers will get benefit)

- *Construction Workers* - Instruction to State Governments for using Labour Welfare Fund which has Rs. 30K Crore (Benefit will flow to 3.5 Crore registered workers)

Compliance related measures / reliefs announced by FM

*Income Tax*
1. ITR date for AY 2019-20 extended to 30 June 2020 from 31 March 2020. (Time barring)

2. Interest rate reduced from 12% to 9% for AY 2019-20, for returns due of 30 June 2020.

3. TDS interest rate reduced to 9% from 18%.

4. Date of all order / returns / appeal / notice / application/ reports/ investment in saving scheme and benefits extended to 30 June 2020 from 31 March 2020.

5. Aadhar PAN linking date extended to 30 June 2020.

6. Vivad se vishwas scheme extended to 30 June 2020. No additional charge.

*GST*
7. Last date for filing March April and May extended to 30 June 2020. (Staggering dates).

8. Entities having turnover below Rs. 5crores no interest, no penalty, no late fees.

9. Entities having turnover above Rs. 5 crore no penalty and late fees, but interest to be charged @9%.

10. Date for opting composition scheme extend to 30 June 2020.

*Custom/Excise*
11. Sabka Vishwas date extended to 30 June 2020. No interest levied if payment upto 30 June 2020.

12. Customs clearance to operate 24*7 upto 30 June 2020.

*MCA*
13. MCA21 Registery moratorium issued from 1 April 2020 to 30 June 2020. No late fees shall be applicable.

14. Period for holding board meeting, relaxed by period of 60 days, for next 2 quarters.

15. Applicability of CARO 2020 will be made applicable from the year 2020-21 instead of 2019-20.

16. For the year 2019-20, if the independent directors is not able to attend even a single meeting, the same shall not be considered as violation.

17. New company incorporated get additional 6 months to file commencement of business certificate.

18. Mandatory reserve 20%/15% in case of maturity of deposits and debenture extend to 30 June 2020 from 30 April 2020.

* IBC*
19. Threshold limit of default increased from 1 lakh to 1 crore.

20. If the situation continues till 30 April 202, then Suspension of section 7,9 and 10 (insolvency proceedings) for 6 months.

*Banks*
21. Debit card holder can withdraw cash from any other banks ATM without any additional charges.

22. No minimum balance fees in bank accounts.

23. Digital trade bank charges completely waived.
