RBI का बड़ा फैसला, RTGS सर्विस अब चौबीसों घंटे उपलब्ध

भारतीय रिजर्व बैंक (RBI) ने घोषणा की है कि 14 दिसंबर 2020 से देश में रियल टाइम ग्रॉस सेटलमेंट सिस्‍टम (RTGS) पूरे साल 24x7 घंटे काम करना शुरू कर देगा. इससे डिजिटल लेनदेन करने वाले लोगों को काफी सुविधा हो जाएगी.

यह सेवा आज (14 दिसंबर) की रात में साढ़े 12 बजे से ग्राहकों के लिए हर वक्त उपलब्ध रहेगी. भारतीय रिजर्व बैंक के अनुसार 14 दिसंबर से आरटीजीएस की सुविधा सातों दिन 24 घंटे उपलब्ध होगी. मतलब ये कि आप कभी भी और किसी भी समय आरटीजीएस के जरिए पैसे ट्रांसफर कर सकेंगे.

*🎟️RTGS की सुविधा 24*7 घंटे उपलब्ध*

आरबीआई के गवर्नर शक्तिकांत दास का कहना है कि कोरोना काल में ऑनलाइन ट्रांजैक्शन में काफी तेजी आई है. आरबीआई ने इसके बाद RTGS की सुविधा 24*7 घंटे उपलब्ध कराने का फैसला किया. आरबीआई ने भारतीय वित्तीय बाजार के ग्लोबल इंटीग्रेशन की कोशिशों को सहारा देने के लिए आरटीजीएस की टाइमिंग बढ़ाने का फैसला किया था.

*🎟️भारत में आरटीजीएस*

भारत में आरटीजीएस (RTGS) प्रणाली 14 दिसंबर से पूरे समय काम करने वाली प्रणाली बन जाएगी. आरबीआई ने अक्टूबर में आरटीजीएस प्रणाली को 24 घंटे काम करने वाली प्रणाली बनाने की घोषणा की थी. बता दें कि एईएफटी (NEFT) की सुविधा पहले से ही 24*7 उपलब्ध है.

*🎟️आरटीजीएस: एक नजर में*

आरटीजीएस बड़ी राशि के इलेक्ट्रॉनिक लेनदेन में काम आने वाली प्रणाली है. जबकि एनईएफटी से दो लाख रुपये तक का ही ऑनलाइन लेनदेन किया जा सकता है. आरटीजीएस की शुरुआत 26 मार्च 2004 को हुई थी. तब केवल चार बैंक ही इससे भुगतान की सुविधा देते थे. वर्तमान में आरटीजीएस से रोजाना 6.35 लाख लेनदेन होते हैं.

वर्तमान में इसके तहत प्रतिदिन 6.35 लाख उपभोक्ता, 4.17 लाख करोड़ रुपयों का लेन देन होता है. यह सुविधा इस समय 237 बैंकों में है. आरटीजीएस ISO 20022 फॉर्मेट का इस्तेमाल करता है. यह वित्तीय लेन-देन के लिए बेस्ट इन क्लास मैसेजिंग स्टैंडर्ड है.

आरटीजीएस सिस्टम मूल रूप से ज्यादा मूल्य के लेन-देन के लिए उपयोग किया जाता है. यह रियल-टाइम बेसिस पर होता है. आरटीजीएस के लिए कम से कम राशि जहां 2 लाख है वहीं अधिकतम राशि की कोई सीमा नहीं है. इस व्यवस्था में पैसा तुरंत ट्रांस्फर किया जा सकता है.

*🎟️उद्देश्य*

आरबीआई ने जुलाई 2019 से एनईएफटी और आरटीजीएस पर कोई अतिरिक्त चार्ज लगाना बंद कर दिया था. देश में डिजिटल लेन-देन को बढावा इसके पीछे का मुख्य उद्देश्य था. आरबीआई ने आगे कहा कि दिनरात लेन-देन का कार्य चलते रहने से व्यापारों को लेन-देन में सहूलियत होगी.

आयकर विभाग के द्वारा करदाताओं को एक विशेष सुविधा कोरोना काल के चलते दी गयी है।

अमूमन देखा गया है कि आयकर रिटर्न दाखिल करने के बाद जनता द्वारा भूलवश उसे validate नही करवाया जाता है जो कि आधार otp, नेटबैंकिंग या फिर रिटर्न्स को sign करवाके मैन्युअली स्पीड पोस्ट के जरिये आयकर विभाग, बेंगलुरु भेजकर करवाया जाना होता है। अधिक्तर लोगो द्वारा ऐसा नही किया जाने पर उक्त रेटिर्न्स विभाग के द्वारा अमान्य कर दिए जाते थे। जिनका करदाता को किसी प्रकार से लाभ नही मिलता था।

अब विभाग ने जनता की सुविधा के लिए एक बार मौका दिया है जिसमे उनके द्वारा दाखिल किए गए पिछले 5 वर्षों के रिटर्न्स में यदि कोई Validate नहीं किया गया है तो अब 30 सितंबर तक उसे Validate करके उसे अमान्य होने से बचाया जा सकता है। और ऐसा करने पर यदि किसी का रिफंड होने से रुका हुआ था तो वह भी उनके बैंक खाते में जमा हो जाएगा।
