Rachael Reeves has delivered her budget which we listened to in the office today.

Key highlights as follows:

•Dividend tax rate to increase by 2% from 6 April 2026 for the basic and higher rate
•Savings tax rate to increase by 2% from 6 April 2027
•Property income tax to increase by 2% from 6 April 2027
•Salary sacrifice reform for pension contributions to be capped to £2000 from April 2029
•From 6 April 2026 individuals, partnerships or trustees will need to make a claim for incorporation relief for capital gains tax on their tax returns
•Income Tax and NI thresholds frozen until 2031
•Two- child benefit cap lifted from April 2026
•The amount under 65s can pay into a cash isa capped at £12k per annum from April 2027, with the rest of the £8k annual allowance reserved for investments
•National minimum wage for over 21s to rise to £12.71 per hour in April 2026, 18-20 yr olds to rise to £10.85 per hour in April 2026
•Properties in England worth more than £2 million to face a council tax surcharge of £2500 to £7500 per annum, following a revaluation of homes in bands F,G and H
•New mileage based tax for electric vehicles (3p per mile) and plug in hybrid cars (1.5p per mile) to introduced from April 2028
•Training for apprentices under 25 will be made free to small and medium sized companies

Further to the Budget announcement by the new Chancellor, Rachael Reeves, please see below a list of key highlights from today.

*Increase in employers national insurance from 13.8% to 15% from April 2025
*Reduction in the threshold at which employers will pay employers national insurance for employees - from £9100 threshold to £5000 threshold from April 2025
*Increase in the employment allowance from £5000 to £10.500 for eligible businesses from April 2025
*VAT on private school fees from 1 January 2025
*Rate of income tax, employees NI, and VAT to remain unchanged
*Capital gains tax on profits from share sales to increase from 10% to 18% for basic rate taxpayers, and 20 to 24% for higher rate taxpayers
*Agricultural property relief and business property relief changes less generous from April 2026
*Main rate of corporation tax to remain at 25% until the next election
*Minimum wage to increase from £11.44 to £12.21 per hour for over 21s, and from £8.30 to £10 per hour for 18-20 year olds from April 2025
*Stamp duty increase on second homes from 3% to 5% extra from tomorrow
*Non-dom status abolished from April 2025
*Business Asset Disposal Relief held at 10% this year, 14% in 2025, 18% in 2026 on £1 million lifetime limit
*Capital gains tax rates on the sale of residential property to remain unchanged
*Inheritance tax to apply to unspent pension pots

This of course is not an exhaustive list. This was a budget whereby, in our opinion, the main cost has been put onto employers, onto farmers and those with businesses assets to pass down for inheritance. We have emailed the majority of our larger payroll clients this afternoon to enable them to quantify and understand the cost of this budget on their business from April.

Overall, as expected, a difficult day.
