The student and staff data is more sensitive, the systems behind it are unusually complex, and every hour of Basis time spent on a manual refresh is an hour not spent on the projects the institution is actually funding.

Yes, you need to mask data in SAP test systems, even if only internal staff have access. Regulations like GDPR apply to where personal data lives, not just who can see it. If Production data is copied into test, QA, or training systems, that data falls under the same compliance obligations as Production – regardless of internal access controls.

Masking sensitive fields (names, ID numbers, salaries, banking details) before they land in non-production systems is the only way to keep those environments out of audit scope.
