DCOP Job Description
The International City/County Management Association (ICMA) is seeking a Deputy Chief of Party for the upcoming USAID/Colombia Responsive Governance Activity task order, under the USAID Public Financial Management II (PFM II) Indefinite Delivery Indefinite Quantity (IDIQ) Contract.
Program Goal:
The purpose of the program is to enhance good governance, public financial management, and effective service delivery in conflict-affected Colombian municipalities in order to foster peace and prosperity. The Responsive Governance Activity will advance the governance objectives outlined in USAID/Colombia’s current Country Development Cooperation Strategy Development (CDCS) Objective to 1. Extend the effective presence of democratic institutions and processes in target areas, 2. Improve public financial management capacity of targeted conflict-affected municipalities, 3. Increase engagement and empowerment of civil society, media, academia, and the private sector in ensuring government accountability.
Responsibilities:
The Deputy Chief of Party will provide technical and administrative leadership on the program. S/he will be a professional in national government planning with experience in the provision of public services at the municipal level, including health services, education and infrastructure.
Specific responsibilities will include:
• Support the development of the program strategic framework and work plans for implementation, in order to ensure the achievement of program goals;
• Support the design of a broad range of technical assistance activities related to health, education, infrastructure, planning, public financial management, transparency and accountability, and gender and inclusion;
• Oversee the Project’s communication strategy, monitoring and evaluation methodologies and gender & social inclusion activities;
• Coordinate the formulation of deliverables and Project products for client submission including monitoring, evaluation and learning reports;
• Provide oversight of program operations, including administration, logistics, procurement, budgeting, finance and compliance;
• Fulfill the responsibilities of the Chief of Party in his/her absence.
Skills and Qualifications:
• An advanced degree from an accredited university in a relevant field.
• At least 8 years of experience in the management and implementation of donor-funded democratic governance programs in Colombia.
• The ability to work in a dynamic environment and manage relationships with and among personnel.
• A keen understanding of political economy issues that need to be considered as the program evolves.
• Experience in and understanding of gender and inclusion methodologies.
• The ability to communicate effectively on the technical and administrative aspects of implementation with technical project staff and technical officers of national and departmental governments, along with stakeholders of key organizations supporting Project implementation.
• Experience in the hiring and supervision of host country personnel.
• The ability to work collaboratively with other projects and international partners to further program outcomes.
• Financial management experience, including budgeting, procurement, reporting, and accounting.
• An intimate understanding of USAID policies and procedures.
• Excellent communication, facilitation, decision-making, and conflict resolution skills.
• Fluency in English (spoken, written, and reading).
• Fluency in Spanish (spoken, written, and reading).
