Proposed VAT Changes on Advance Tax at Import Stage – Business Implications & Recommendations 📢

The Finance Bill 2025 has proposed significant amendments under Section 31 of the VAT & SD Act, 2012, impacting manufacturers and commercial importers in Bangladesh.

Let’s take a closer look 👇
🔍 Key Proposals:

🏭 Manufacturers:
✅ AT rate reduced from 3% to 2%
🕒 Adjustment timeline extended from 4 to 6 tax periods
These changes are positive and reduce cost pressure on industrial producers.

🛍️ Commercial Importers:
🚨 AT rate increased from 5% to 7.5%
🕒 Adjustment timeline also extended to 6 tax periods
📄 If value addition ≤ 50%, no VAT payable on sales (with proper invoicing)

📌 Recommendations:
✅ Restore 5% AT for Commercial Importers
The jump to 7.5% AT will tie up significant working capital, especially for SMEs. To protect liquidity and encourage formal imports, it is recommended to retain the 5% rate, or introduce a differentiated rate for small businesses.

আয়কর রিটার্ন দাখিলের সময়সীমা:

১। ব্যক্তির জন্য: আয় বছরের শেষ হওয়ার পরবর্তী ৩০শে নভেম্বর তারিখের মধ্যে আয়কর রিটার্ন দাখিল করতে হবে।

২। ব‌্যক্ত‌ি ও হিন্দু অবিভক্ত পরিবার ছাড়া অন‌্যান‌্য সকল প্রত‌িষ্ঠান‌ের জন্য: আয় বছরের শেষ হওয়ার পরবর্তী নবম মাসের ১৫তম দিনের মধ্যে রিটার্ন দাখিল করতে হবে।

৩। যেসব ব্যক্তি আগে কখনো আয়কর রিটার্ন দাখিল করেননি: তাদের জন্য সময়সীমা হলো আয় বছরের শেষ হওয়ার পরবর্তী ৩০শে জুন, ১ বছর সময় পাচ্ছ‌ে।

৪। যেসব ব্যক্তি উচ্চশিক্ষা, প্রেষণ, চাকরির লিয়েন, বৈধ ভিসা বা ওয়ার্ক পারমিটের মাধ্যমে বিদেশে অবস্থান করছেন: বাংলাদেশে প্রত্যাবর্তনের পর ৯০ দিনের মধ্যে রিটার্ন দাখিল করতে হবে।

৫। সময় বৃদ্ধির সুযোগ: নির্ধারিত সময়ের মধ্যে রিটার্ন দাখিল সম্ভব না হলে, ব্যক্তি আয়কর কমিশনারের নিকট আবেদন করে অতিরিক্ত ৯০ দিনের সময়সীমা নিতে পারেন।
