it was a good plan. properly funded, properly staffed, and completely wrong for the problem.⁠
nobody involved was being lazy about finding a solution...⁠

and man, when you’re close to a situation it can be really hard to be objective.⁠

but sometimes the obvious plan isn’t the right one.⁠.. and all the resources in the world can’t fix the wrong strategy.
