Please be advised that the Bureau of Internal Revenue (BIR) has issued RMC No. 42-2026, clarifying the submission of the Certificate of Entitlement to Tax Incentives (CETI) as a mandatory attachment to the Annual Income Tax Return (AITR) of Registered Business Enterprise (RBE) taxpayers.

• The CETI remains a required attachment to the AITR for RBE taxpayers availing of income tax incentives

• The non-inclusion of CETI in the illustrative list of attachments under RMC No. 20-2026 does not remove or waive the requirement

• The submission of CETI continues to be governed by existing rules and regulations, including RMC No. 28-2022 and related issuances

• Applies to RBEs duly registered with Investment Promotion Agencies availing of income tax incentives

Please be advised that the Bureau of Internal Revenue (BIR) has issued RMC No. 39-2026, providing clarification on the deadline for the submission of required attachments to the 2025 Annual Income Tax Returns (AITR).

• Filing of the 2025 AITR and payment of taxes due are extended until May 15, 2026

• Required attachments through the Electronic Audited Financial Statements (eAFS) shall also be submitted until May 15, 2026

• Applies to all taxpayers who filed BIR Form 1701 on or before, on, or after April 15, 2026

• This circular addresses common queries regarding the proper deadline for submission of AITR attachments
