Hook: STOP! Hindi lahat ng "papel" mula sa BIR ay automatic na valid. 🛑
Many business owners get intimidated kapag may pumasok na Revenue Officer (RO) sa office. Akala natin, mandatory na agad silang papasukin at ibigay lahat ng books natin. But here is the truth: a Letter of Authority (LOA) can be illegal. 📉
The Story: Imagine this—you’ve been working hard to keep your business compliant, then biglang may audit. Pero did you know na many LOAs are actually "void ab initio"? Ibig sabihin, invalid sila since Day 1! 🚫
The Turning Point: This isn't just a theory. Sa Senate Hearing noong Dec 11, 2025, even former and current tax chiefs admitted the cracks in the system. Commissioner Henares mentioned how certain LOAs are void, at inamin din ni Commissioner Mendoza na marami sa mga ito ay based lang sa "empty computer programs" without a real audit plan. 🤖
The Lesson: Knowledge of Due Process is your best protection. Ang audit ay hindi dapat "random pick" lang o "absolute power" ng isang Regional Director. If the LOA is unauthorized or arbitrary, technically, the RO has no power to assess you. No valid LOA = No entry. ⚖️
Action Steps to Protect Your Business: 🛠️
Check the "Resibo": Get a copy of the Senate Hearing minutes (Dec 11, 2025). Use the official statements of the Commissioners as your legal basis. 📜
The "Polite Deny" Strategy: Kapag dumating ang RO, politely inform them: "Sir/Ma'am, based sa Senate records, we are verifying the validity of this LOA first because of procedural risks." 🛑
File a Formal Protest: Huwag lang puro salita. Write a formal letter citing that the LOA is void ab initio. Attach the Senate minutes as your evidence. ✉️

Happy National Tax Mapping Day.

Let me share what I witnessed in one mall in EDSA.

I saw tax mappers moving store to store. And honestly, hindi sila mukhang “confident” sa flow—parang may kulang. The missing piece was obvious: no clear authorised point person from the business owner/corporation for each outlet.

So ang nangyari:
Sales clerks became the “default representative” out of fear.

And when people get afraid, they sign papers they do not understand. They don’t read. They don’t ask for a copy. They don’t know if the document is an acknowledgment, a statement, or a compliance undertaking. The business later gets trapped—because that signature can be treated as the business’s act.

Here is my message to all business owners:

Appoint a point person now
Do not wait for tax mapping, surprise inspection, Oplan Kandado, or any “biglaang visit.” Identify one authorised point person per branch/outlet. If that person is absent, assign an alternate.

Prepare an authorisation letter now
Without a clear authorisation letter, your staff will panic and improvise. Improvisation becomes admissions. Admissions become problems.

Train your staff on what to do and what NOT to do
Your staff must know three rules:

Verify first (Mission Order + ID)

Do not guess (answer only what they know as fact)

Do not sign what they do not understand

If you do this, tax mapping stays what it should be: a compliance check you can manage—not a fear-based trap.
