JUST CONCLUDED
The Public Hearing on the proposed 2027 Schedule of Market Values (SMV) was successfully convened at the Capitol Convention Center, Cadlan, Pili, Camarines Sur, bringing together key stakeholders, technical personnel, and community representatives.
The session served as a critical platform for the presentation, validation, and deliberation of updated property valuation benchmarks, ensuring alignment with prevailing market conditions and adherence to statutory requirements.
Pursuant to the Real Property Valuation and Assessment Reform Act (RPVARA) – Republic Act No. 12001, the initiative advances the following policy objectives:
✔️ Establishment of uniform, market-responsive property valuation standards
✔️ Strengthening equity and consistency in real property taxation and assessment
✔️ Enhancement of local fiscal capacity to support sustainable public service delivery
The conduct of this public hearing underscores the commitment to transparency, stakeholder engagement, and evidence-based policy formulation in local governance.

TAX MAPPING AWARENESS

KNOW YOUR RIGHTS!!!

Not all buildings identified during tax mapping are taxable!

Under the Local Government Code of 1991 (Sec. 234) and the 1987 Philippine Constitution, the following are generally EXEMPT from Real Property Tax:

✅ Government-owned buildings (for public use)
✅ Churches, mosques & religious structures
✅ Charitable institutions
✅ Non-stock, non-profit schools (used for education)
✅ Properties used exclusively for public service

This is further supported by Article XIV, Section 4(3) of the 1987 Philippine Constitution, which protects tax exemptions for educational institutions.

As reinforced by the Real Property Valuation and Assessment Reform Act, tax mapping ensures fairness—but also protects lawful exemptions.

Being included in tax mapping does NOT automatically mean you will be taxed. It only means your property is being recorded and verified. If it qualifies under the law, it remains tax-exempt.

Remember:
“Mapped” does NOT always mean “Taxed.”

PROPOSED SCHEDULE OF MARKET VALUES (SMV) 2027

Notice is hereby given that the Proposed Schedule of Market Values (SMV) 2027 is now available for public viewing.

This is pursuant to Republic Act No. 12001, otherwise known as the Real Property Valuation and Assessment Reform Act (RPVARA), which upholds transparency, fairness, and uniformity in real property valuation.

All property owners, stakeholders, and concerned members of the public are encouraged to view the proposed SMV and participate in this important process.

More than two years in the making and we’re just getting started.

From downtown streets to highways, from railroads to rivers, and from smooth terrain to the toughest roads, this journey has tested us in every way.

After nearly 30 years, we reignited tax mapping in Libmanan, facing challenges head-on, learning through every setback, and celebrating each hard-earned success. It hasn’t been easy, but it has been deeply fulfilling.

Because this is what public service truly means.

The lessons we’ve gained are not ours alone, they belong to the entire Municipality of Libmanan. While not every path is certain, each one leaves behind stories, growth, and memories worth keeping.

And we’re not stopping here.

More ground to cover.
More challenges to face.
More meaningful victories ahead.
